Job Summary:

Performs a variety of routine, semi-skilled utility work in the reading and operation of utility meters and a variety of routine, unskilled or semi-skilled maintenance work in the operation; repair; maintenance; and replacement of municipal water facilities and wastewater collection and treatment systems.

Provide excellent customer service and have excellent communication skills to perform routine and complex work associated with the operation, repair, maintenance, and replacement of municipal water facilities and wastewater collection and treatment systems.

Major Duties and Responsibilities:

Essential Job Functions

1. Inspects meters and connections for defects, damage and unauthorized connection or use, reports findings to supervisor.

2. Traverses assigned routes and take readings of meter dials, records reading on meter sheets or inputs data into hand-held micro computing device to provide needed information for utility billing or other related action.

3. Rechecks readings as needed to determine abnormal consumption patterns and analyze possible causes for fluctuation or consumption. Calculates consumption.

4. Assists in the maintenance and repair of meters; replaces defective meters; tests meters for accuracy.

5. Assist with the inspection and/or repairs chlorinator, booster pumping stations, reservoir, meters, manholes, lift stations, water mains, water services, wastewater collection system, sewer service lines and water and wastewater treatment systems at frequent intervals or as assigned to ensure that all aspects of the systems are functioning properly.

6. Responds to complaints regarding water leaks, pressure loss or no water; water quality, evaluates situation; explains findings to supervisor.

7. Ensures proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.

8. Performs routine inspections and preventative maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment.

9. Performs required labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying and backfilling.

10. Performs plumbing work using copper tubing, PVC pipe, tubing cutters, pipe cutters, abrasive cloth, pipe cleaners (both chemical and mechanical), solder, propane torches, and adhesives.

11. Cuts, fits, lays, repairs, taps, cleans, and flushes water mains, pipe, gates, and fittings on repair of mains and services and installation of services, fire hydrants and drinking fountains; assists in shutting off broken sections of water mains.

12. Operates a variety of power construction and maintenance equipment used in the water and wastewater department.

13. Monitor and collect incoming “Julie” request. Mark the locations of water and wastewater mains and services, using paint and flags for “Julie” locates.

Other Responsibilities

Performs building and grounds maintenance.

Performs other duties as assigned.

Job Requirements:

Knowledge, Skills, & Abilities:

· Knowledge of equipment, facilities, materials, methods, and procedures used in public water supply and wastewater collection.

· Knowledge of data entry and basic arithmetic.

· Knowledge of water distribution and wastewater collection systems.

· Knowledge of electricity as it applies to water distribution and wastewater collection systems.

· Works nights and/or weekends as assigned or needed. Primarily for snow and ice control or special events.

· Ability to be On-Call 24 hours per day as assigned.

· Must have a valid driver's license and clean driving record.

Recommended Education/Training & Experience:

· High School diploma or equivalent.

· Two (2) years of advanced training or experience in related fields, i.e. operation, construction, repair, maintenance of water supply, wastewater collection, water and wastewater treatment and water distribution systems, including the operation of related maintenance equipment.

· Any equivalent combination of education and experience.

· Prefer that within four (4) years obtain a water or wastewater certification or license.

Community Relations Functions:

Works with residents, village staff, outside agency staff, developers, local landowners, builders, consultants, and members of the board of trustee address concerns and requests.

Demonstrated customer service experience.

Schedule

Normal 40-hour work week as assigned, either 8:00 AM to 4:30 PM or 7:00 AM to 3:30 PM, Monday – Friday with one week On-Call on a rotating schedule.

Ability to be On-Call 24 hours per day as assigned.

While performing the duties of this job, the employee is occasionally required to sit, climb, balance, stoop, kneel, crouch, crawl, speak, and hear. Specific vision abilities required by this job include close vision and the ability to adjust focus. The noise level in the work environment is usually loud in field settings, and moderately quiet in office settings.

Physical Demands:

Duties are generally performed in an outdoor setting, regardless of inclement weather conditions and/or extreme/adverse temperatures.

While performing the duties of this job, the employee must be able to stand, walk, and sit, talk, and hear. The employee must occasionally lift or move up to 80 pounds. The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.

Tools and Equipment:

Personal computer, including Microsoft Office software suite, portable radio, phone, locating devise, and meter reading equipment.

Supervision Received and Exercised:

Reports directly to the Water & Wastewater Superintendent with general guidance from the Village Administrator.

Salary Range

Determined by collective bargaining agreement - $21.88 to $25.74 per hour, depending on qualifications and experience.
