POSITION SUMMARY
Under the direct supervision of the Customer Service Supervisor, the Customer Service Clerk I has the responsibility of performing routine and non-routine administrative/office services at the Village Hall’s customer service counter, including utility payments, building permit and business registration processes. Work requires thorough knowledge of administrative policies and procedures of Village operations, specifically within the Building and Finance departments, and office of the Village Clerk.
Work involves direct and consistent contact with the general public, servicing residents, business-owners and contractors as well as various Village Departments. The position requires strong interpersonal skills, excellent data entry/recordkeeping and the ability to be detail-oriented. Work is performed with a considerable degree of independence, while maintaining courtesy and professionalism at all times.

ESSENTIAL JOB FUNCTIONS

- Regular and reliable attendance is required.
- Organize and maintain the permit process for the Building Department, including issuing permits, maintaining contractor licenses, scheduling inspections, and managing files and document flow.
- Process and maintain all business registration and rental registration applications.
- Assist customers in all financial transactions, including accepting and inputting payments for water/sewer accounts, and miscellaneous payments and permits. Verify payments against bills or invoices; enter receipts into cash register; perform data entry functions and reconcile cash, credit and check receipts daily.
- Provides notary service, voter registration and general village guidance to the public.
- Operates a telephone or telephone switchboard in answering incoming calls for Village departments and offices; greets, refers, directs, and informs the general public.
- Sorts and Distributes mail and incoming deliveries.
- Assists Customers with senior citizen discount, auto-debit applications, business occupancy, temporary handicap tags, Metra parking passes, refuse and yard waste stickers.
- Provide clerical assistance to code enforcement officer as required.
- Ensure that information of a sensitive or confidential nature is properly secured.
- Research public records requests regularly.
- Perform routine office and clerical duties, including but not limited to scanning, faxing, typing, copying and distribution of department documents.
COMPETENCIES
- Demonstrate solid knowledge of the Building Permit process.
- Effective written and verbal communication skills.
- Considerable knowledge of the functions, laws, rules, regulations, and policies of the Village or the ability to acquire such knowledge during a reasonable period of training.
- Thorough knowledge in the use of Microsoft Office products (Primarily Outlook, Word, and Excel) and Adobe Acrobat, as well as an ability to proficiently operate the Village’s current financial and building software.
- Thorough knowledge of business English, grammar, punctuation, basic mathematics, and standard office procedures, systems, and equipment.
- Ability to convey information effectively and discreetly.
- Ability to exercise sound judgment, maintain confidentiality and make decisions in accordance with policies and procedures of the Village.
- Professionally represent the Village when interacting with citizens, business owners, developers, contractors, and other public officials.
REQUIRED EDUCATION AND EXPERIENCE
- Possession of a high school degree, or equivalent, is required, preferably supplemented by some college course work.
- Three years of administrative or professional experience or any equivalent combination of training and experience. Local government experience is a plus.
- Prior cash handling experience.
- Ability to type sixty (60) words per minute.
- Bilingual- preferred (English / Spanish).

Salary and Benefits
Starting salary for this position is $53,409. Per Village policy, the selected candidate will have the opportunity to advance a step within the salary range of $53,409 - $69,249 on an annual basis. The Village offers a generous benefits package, including an Illinois Municipal Retirement Fund (IMRF) pension, vacation days, personal days, nine (9) observed holidays, and sick time. Medical, dental, life insurance, and medical/dependent flex plans are also included.
