DEFINITION

To plan, direct, manage and oversee the activities and operations of the Permit and Development Division including plan review and building inspection; to coordinate assigned activities with other Village departments and outside agencies; review and recommend adoption of various building codes; manage contracts for external support; encourage investment in the community through efficient and strategic building codes and internal processes; and to provide highly responsible and complex administrative support to the Director of Development Services. Serves as the Village's Chief Building Official, ADA Coordinator and staff Liaison to the Building Codes Advisory Commission.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Director of Development Services. Exercises direct supervision over professional, technical, contractual and administrative staff.

EXAMPLES OF DUTIES - Essential and other important duties and responsibilities may include, but are not limited to, the following :

  • Assume full management responsibility for all Permit and Development Division staff, services and activities including plan review and building inspection; recommend and administer code updates, policies and procedures.
  • Manage the development and implementation of Permit and Development Division goals, objectives, policies, and priorities for each assigned service area.
  • Establish, within Village policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
  • Plan, direct and coordinate, through subordinate level supervisor, the Permit and Development Division work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with management staff to identify and resolve problems.
  • Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
  • Select, train, motivate and evaluate Permit and Development Division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Oversee and participate in the development and administration of the Permit and Development Division budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
  • Explain, justify and defend Permit and Development Division programs, policies, and activities; negotiate and resolve sensitive and controversial issues.
  • Provide staff support to the Director of Development Services; participate on a variety of boards, commissions and committees as directed; prepare and present staff reports and other necessary correspondence.
  • Organize and facilitate the Building Code Advisory Commission meetings in alignment with Open Meetings Act, and present updates to various building codes to the Village Board with the Development Services Director.
  • Interpret and apply building codes; provide building code information to the public and contractors.
  • Conduct field inspections of buildings, plumbing, electric and HVAC as needed.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of building codes.
  • Respond to and resolve difficult and sensitive citizen and contractors' inquiries and complaints.
  • Encourage investment in the community and balance the needs of economic vitality and development with the need for building code updates permits and inspections processes.
  • Manage the Permit and Development Division to support the Department of Development Services' mission to enhance the quality of life in the Village of Oak Park by providing efficient, consistent, cost-effective, courteous and prompt customer services designed to encourage investment in our community.
  • Direct staff and monitor activities related to construction sites, elevator maintenance and inspections, and public nuisances.
  • Manage contractual services and personnel.
  • Perform other duties and responsibilities as assigned and / or required.

QUALIFICATIONS

Knowledge of :

  • Operations, services and activities of a comprehensive permit processing
  • Management skills to analyze programs, policies and operational needs.
  • Principles and practices of program development and administration.
  • Principles and practices of municipal budget preparation and
  • Principles of supervision, training and performance evaluation.
  • Mathematical analysis of stress and load limits on structural
  • Zoning, building and housing codes.
  • Pertinent Federal, State, and local laws, codes and
  • Building construction and allied mechanical / structural work.
  • Building construction materials and methods.
  • Principles and techniques of building inspection and plans
  • Basic computer functions and techniques.

  • Citations, tickets, adjudication, and court room proceedings.

    Requirements

    Experience and Training Guidelines

    Experience : Three years of increasingly responsible experience in permit processing, including at least two years of administrative and supervisory responsibility. AND

    Training : Equivalent to a Bachelor's degree from an accredited college or university with major coursework in architecture, engineering or a related field.

    License or Certificate

    Possession of or ability to obtain, an appropriate valid International Code Council certification.

    Possession of or ability to obtain an appropriate valid driver's license.
