JOB RESPONSIBILITIES:

Under general supervision of the Road Maintenance Division Supervisor, maintains Village roads and properties through the performance of routine maintenance and construction as well as the performance of general custodial and other maintenance duties, as assigned.

QUALIFICATIONS:

Completion of secondary education or equivalent; or an equivalent combination of training, education, and experience to provide the necessary knowledge, skills, and abilities to perform the job.

LICENSURE OR CERTIFICATION REQUIREMENTS:

Must possess a valid State of Ohio driver’s license, plus must be able to qualify for and remain insurable in accordance with the Village’s vehicle insurance policy; must possess a valid Commercial Driver’s License, Class B.

ESSENTIAL FUNCTIONS: For purposes of 42 USC 12101:

Receives and executes work orders from various Village Departments (i.e., Police, Fire, Administration, Senior Center, etc.); operates light and heavy equipment with various attachments (e.g., front-end loaders, backhoes, bucket trucks, dump trucks, plow trucks, etc.); monitors equipment and conveys information to supervisor; performs routine, basic maintenance on equipment and refers necessary equipment maintenance to Village mechanics; patches or replaces roadway (i.e., cold patching); seals asphalt; performs erosion management; maintains, repairs, and builds berms; cleans, clears, or eliminates ditches; cleans clogged culverts or replaces culverts; rebuilds catch basins; installs and replaces guardrails; removes roadside trash and dead animal carcasses and disposes of properly; cleans and maintains drainage apportionments and conduits; performs land improvement projects, grading projects, and drainage projects; hauls asphalt; installs, removes, and/or paints existing and new street signs; acts as a flagger for traffic control during construction projects; maintains operations and traffic pattern for proper work zone; places barricades to ensure proper protection of workers and to route and control traffic; conducts snow and ice control/removal on Village streets, public parking lots, and sidewalks; manages salt storage; prepares and restores for burials in cemeteries; creates cemetery bases.

Mows and trims roadside ditches; picks up brush from residents and feeds into chipper; trims and removes trees; rakes and collects leaves from residents’ tree lawns; plants and grows grass; weed whips around guard rails, signs, poles, mailboxes, and other roadside areas; maintains, repairs, and paints public buildings inside and out.

Performs all other duties assigned by crew leader and Service Director (i.e., assists other divisions within the Service Department, fills in for employees within other Service Department divisions when needed, maintains ability to perform essential duties of coordinate employees of the Village, etc.).

Maintains required licensures and certifications; meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

Demonstrates regular punctual and predictable attendance.

Knowledge of: Village and department goals and objectives;* Village and department policies and procedures;* Village Charter;* applicable Village ordinances;* inventory control; two-way radio operations; data processing techniques and procedures; basic topography; road construction; general construction maintenance and repair; mechanical maintenance; traffic control; supplies and inventory; snow and ice removal; grounds maintenance and repair; sanitary practices; local geographic knowledge; project layout, utilities, etc.; proper traffic control devices and signage and related regulations; principles, general knowledge of, methods, equipment and materials used in the maintenance of parks, streets, buildings, grounds and vehicles; cemetery maintenance; workplace safety practices and procedures; maintenance and repair; basic heavy and medium duty equipment operation; maintenance and construction principles; office policies and procedures; English grammar and spelling.

Skill in: use of modern office equipment; basic carpentry; basic masonry; motor vehicle operation; use or operation of light to heavy equipment (e.g., chainsaw, back-hoe, snow plow, etc.); grounds keeping tools and machines; use of bench and/or hand tools; basic use of mechanics’ tools and equipment; snowplow truck operation.

Ability to: carry out simple instructions; carry out detailed but basic written or oral instructions; deal with problems involving several variables within familiar context; determine material and equipment needs; add, subtract, multiply, and divide whole numbers; copy records and date accurately without error; prepare routine forms and correspondence; respond to routine inquiries from public and/or officials; communicate effectively; recognize safety issues; comprehend simples sentences with common vocabulary; maintain records according to established procedures; cooperate with co-workers on group projects; answer routine telephone inquiries; develop and maintain effective working relationships; demonstrate physical endurance; perform manual labor for extended periods of time in often adverse conditions; travel to and gain access to work site; utilize cleaning materials; clean and organize tools, work spaces, and storage.

EQUIPMENT USED: The following are examples only and are not intended to be all inclusive.

Computer, timekeeping software/computer programs, printer, typewriter, calculator, communication devices, copy machine, fax machine, and other standard business office equipment; vehicle, backhoe, plow truck, loader; skid steer; hand tools, chain saw, etc.; two-way radio; zero-turn mower and other commercial mowers; backpack blowers and string trimmers; equipment trailers.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:

The incumbent is required to be available during non-business hours for inclement significant weather events and emergencies as determined by the Mayor and/or Service Director.

The employee works with and around chemicals found in an office environment (toner, correction fluid, etc.). The employee is exposed to possible injury as a result of working with moving mechanical parts of equipment or machines (e.g., plow truck, backhoe, loader); has exposure to hazardous driving conditions; has exposure to hot, cold, wet, humid, or windy weather conditions; has exposure to hazardous gases, chemicals, flammables, or air contaminants; potential exposure to hazardous waste; and contact with potentially violent or emotionally distraught persons. The employee occasionally exerts up to 20 to 50 lbs., frequently exerts up to 10 to 25 lbs., and frequently exerts up to 10 lbs. of force to move objects.

Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered medium work.

In cases of emergency, unpredictable situations, and/or department needs, the employee may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.
