Classification Summary
The Airport Line Service Technician is responsible for the operational aspects and commitments of Sierra Blanca Regional Airport.  Under general supervision, performs a variety of semi-skilled and unskilled maintenance and operational functions for the Sierra Blanca Regional Airport.  This position reports directly to the Airport Manager/ Airport Line Technician Supervisor
 
Job Title Summary
The Airport Line Service Technician would perform the maintenance and operations of Sierra Blanca Regional Airport including, ARFF, EMR, maintaining FAA regulations, radio communications, fuel sales, airfield and physical plant maintenance, security, and hangar and tie down leasing, inventory and sales. Essential Job Functions
  • Maintenance and operations of the Airport.
  • Customer Service 
  • Transports large quantities of flammable liquids short distances
  • Maintain the airfield in compliance to Federal Aviation Regulations (FAR) Part 139 standards. Maintain certain records related to airfield inspections, including but not limited to discrepancies and corrective actions.
  • Attend and be proficient in annual safety training.
  • Assists in the development of policies and procedures to advance the department's mission, goals, and objectives.
  • Knowledge of the policies, goals and procedures of the Sierra Blanca Regional Airport and Village of Ruidoso.  Ability in understanding and following instructions, procedures and policies
  • Assists in maintaining relationship with the Federal Aviation Administration and adheres to Federal Regulations.
  • Performs a variety of duties related to aviation/aircraft operations including but not limited to:  daily inspections of the airfield and equipment, refueling aircraft, towing, lab service, use of Auxiliary Power Unit, use of air to ground radio for airfield advisories, and passenger assistance as needed.  Conducts daily duties with the interest of providing the highest quality of customer service possible.  
  • Assists in adherence to regulations, reporting requirements and preparation for annual inspection.
  • Adheres to safety practices and standards, attends safety meetings and trainings. 
  • Publicizes and Promotes Sierra Blanca Regional Airport.
  • Responsible for minor maintenance on all equipment at Sierra Blanca Regional Airport.
  • Performs security inspections related to preventing theft and vandalism on all airport property including the fuel farm.  
  • Performs a variety of duties related to property management including but not limited to:   general maintenance of all airport equipment and vehicles, airport buildings such as main terminal, ARFF/Maintenance building, airport leased hangars, parking lot and fuel farm etc.   Maintains safe work area.
  • Trains in airport emergency response methods, tactics and techniques, including but not limited to: Aircraft Rescue and Fire Fighting (ARFF), hazardous materials, EMR first responder and AED/CPR.  Participates in actual emergency incidents as needed or required.
  • Skill in operating tools and equipment used in emergency operations including, self contained breathing apparatus (SCBA), fire rescue trucks, and fire suppression methods.
  • Provides knowledge and assistance to representatives with on-property equipment such as the Federal Aviation Administration (FAA) NAVAID technicians, SEAT base operator, Air Care medical flights, and Aviation Weather Observation System (AWOS) technicians.
Other Responsibilities or Job Requirements
  • Skill with equipment used in airport operations including two-way radios, air to ground radios and technique, AWOS systems, and weather related computer programs.
  • Ability to communicate effectively in person and in writing and also with two-way radios.
  • Ability in establishing and maintaining routine working relationships with authority, customers, citizens, businesses, and co-workers.
  • Attend meetings, trainings, and workshops as required or necessary.
  • Responsible for keeping time sheets based on actual hours worked and that time sheets are submitted accurately and timely on a bi-weekly basis.   
  • Ensures that any on-the job injury is reported immediately and followed up with appropriate forms and actions.
  • Reports any suspected fraud and/or abuse to the Airport Director or Deputy Village Manager or Village Manager
  • Ensures any reports of harassment are immediately reported and appropriate actions are taken
  • Ensure compliance with the Village’s IT Policy, Personnel Manual, Procurement Policy and Procedures.

 Qualifications
  • Must have High School Diploma or Equivalent
  • Prefer six months experience in fueling and providing ground handling services to aircraft owner/operators.
  • Must successfully complete Aircraft Rescue & Fire Fighting (ARFF) training and certification within 12 Months from date of hire.
  • Must successfully complete Emergency Medical Responder (EMR) certification within 24 months from date of hire
  • Excellent communication and organizational skills required.
  • Possess demonstrated ability of personal computer operations within a Windows Microsoft environment, including Word, Excel, and Outlook.
  • Knowledge or general aviation and airport operations, methods, techniques, and practices including fixed base operations, line service, communications, safety measures, and emergency response operations preferred.
  • Knowledge of the Ruidoso Municipal Code, State, and Federal laws pertaining to Aviation preferred
  • Knowledge of the Federal Aviation Part 139 Certification regulations, policies, and procedures, and FAA information manuals and advisory circulars preferred
  • Knowledge of equipment used in airport operations including two-way radios, Automatic Weather Observation System, Instrument Landing Systems, and automotive equipment.
  • Knowledge of Airport Department policies and procedures. 
  • Knowledge of Village of Ruidoso Personnel rules, regulations and policies.
  • Ability to perform the day-to-day operations of an Airport.
  • Ability to understand and interpret complex statutes, ordinances, regulations, standards, and guidelines.
  • Ability to adhere to safety guidelines and procedures.
  • Must be able to pass criminal history checks
  • Must be willing to take and pass a drug/alcohol test and comply with Village “Drug Free” Policy.
  • Must possess and maintain valid New Mexico motor vehicle operator’s permit of appropriate classification and endorsement as required.  Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law.  MVD background checks will be conducted by the Village. 
Physical Demands
  • Ability to maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include lifting, sitting, standing, or walking for extended periods of time, driving or riding in vehicles.
  • While performing the duties of this job, the employee is frequently required to talk or hear; sit; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb and/or stand on ladders.
  • Outdoor work is required in the inspection of various airport facilities and properties. Hand-eye coordination is necessary to operate computers and various pieces of airport equipment.
  • Must be able to physically perform motions that include, lifting, kneeling, crawling, climbing ladders and ability to get up and down.  
  • Occasional pushing, pulling, lifting and/or moving up to 50 pounds.
  • Occasional climbing, squatting or bending required.
Work Environment
  • Primarily outside, and works in adverse weather.  
  • Possess ability to adapt to inclement weather conditions and/or situations.
  • Works irregular hours, weekends, holidays, split shifts and may have to be on stand-by.  
  • Ability to perform duties and adapt to flexible work schedules as established by management.
  • May be called when needed.
  • Ability to perform emergency duties that include aircraft incidents & accidents, fire, Hazardous Materials, and persons requiring medical attention. 
  • Requires working in proximity to loud noises, fumes and dangerous machinery.
Travel Requirements
  • Limited travel - ability to travel for activities such as meetings, classes, and workshops in and out of the area.
  • Must be able to travel by air as needed to attend training, conferences, and related activities.
  • Overnight travel as required.
