Position Title: Village Manager
Location: Stockbridge, Michigan
Reports To: Village Council
Position Type: Full-time

Position Overview:

The Village Manager is responsible for overseeing the daily operations of the Village of Stockbridge, ensuring the efficient implementation of policies and programs as directed by the Village Council. The Village Manager serves as the chief executive officer of the village, managing its staff, coordinating services, and ensuring the delivery of public services to the community. This role requires strong leadership, financial management, and communication skills, with an emphasis on community engagement and collaboration with local stakeholders.

Key Responsibilities:

  • Management and Administration:
  • Oversee the day-to-day operations of the village, including public works, utilities, parks and recreation, police, and other municipal services.
  • Implement policies and directives established by the Village Council.
  • Provide guidance and leadership to village employees, fostering a positive work environment, and ensuring efficient operations.
  • Prepare and manage the village’s annual budget, ensuring the responsible use of public funds.
  • Advise the Village Council on key issues, programs, and projects, offering recommendations for improvements and addressing the needs of the community.
  • Supervise, hire, and evaluate village staff, ensuring they receive adequate training and support.
  • Financial Management:
  • Develop and manage the village’s budget, ensuring fiscal responsibility, cost-effectiveness, and compliance with state and local laws.
  • Identify and pursue funding opportunities, including grants and external revenue sources.
  • Monitor financial performance, ensuring expenditures are in line with the approved budget.
  • Ensure accurate financial reporting and transparency.
  • Community Engagement and Communication:
  • Serve as a liaison between the Village Council and the community, ensuring clear and open communication regarding village policies, services, and projects.
  • Address citizen inquiries, concerns, and requests, providing prompt and professional responses.
  • Organize public meetings, hearings, and events, and attend council meetings to provide reports and updates on village operations.
  • Promote the village’s programs, initiatives, and services through various communication channels.
  • Planning and Development:
  • Oversee community development projects and collaborate with local businesses, government entities, and other stakeholders to promote growth and development within the village.
  • Work with the Village Council to establish long-term planning goals and objectives, ensuring they align with the needs and interests of the community.
  • Administer zoning, land use, and building regulations in coordination with relevant authorities.
  • Compliance and Risk Management:
  • Ensure that all village operations comply with federal, state, and local laws, ordinances, and regulations.
  • Oversee risk management and ensure appropriate safety and insurance programs are in place for village assets and operations.

Qualifications:

  • Bachelor’s degree in Public Administration, Business Administration, Urban Planning, or a related field (Master’s preferred).
  • Minimum of five years of progressively responsible experience in municipal management or a related field, with at least two years in a leadership or supervisory role.
  • Strong knowledge of municipal finance, budgeting, and operations.
  • Experience working with a local government council or board.
  • Excellent communication and interpersonal skills, with the ability to build relationships with staff, council members, residents, and external stakeholders.
  • Strong problem-solving, decision-making, and organizational skills.
  • Ability to handle sensitive and complex issues with discretion and professionalism.
  • Knowledge of Michigan municipal laws and regulations is preferred.

Working Conditions:

  • Full-time position, typically 40 hours per week, with the possibility of evening and weekend work to attend meetings or community events.
  • The Village Manager will be based in Stockbridge, MI, and may be required to travel for meetings, conferences, or community outreach activities.
