Job Description
Key Responsibilities
- Understanding of the ammonia refrigeration process
- Develop and assist in implementation of PSM/RMPrograms to include development of operating procedures, offsite consequence analyses, and EPA Risk Management Plan (RMPlan) submittals
- Document client visits, tracking progress of program implementation, recommendation status, compliance dates, and other pertinent communications of client interactions
- Assist clients in the tracking of compliance project recommendations through to resolution of process hazard analyses (PHAs), compliance audits, mechanical integrity inspections, and IIAR 9 gap analyses
- Ability to provide detailed regulatory interpretation of federal and state regulations as well as recognized and generally accepted good engineering practices (RAGAGEP) as they pertain to IIAR standards and other industry best practices
- Process safety leadership experience at the facility level
- Facilitate/Lead specific compliance projects such as PHAs, compliance audits, IIAR 9 gap analyses
- Experience training in PSM and PSM related areas such as ammonia awareness, emergency action plans, operator training, etc.
- Assist client in tracking of compliance due dates to ensure on-time completion of mechanical integrity inspections and tests, operating procedure certifications, compliance audits, PHAs, offsite consequence analyses, RMPlan submittals, etc.
- Assist in development of managements of change (MoCs), to include conducting pre-startup safety reviews, focused PHAs, update RMPlans, update written program elements, development/review of standard operating procedures, etc.
- Assist clients during federal and state EPA and OSHA (as well as local agency) regulatory interactions
- Experience/Understanding in Microsoft Word and Excel
- Ability to read Piping and Instrumentation Diagrams (P&IDs)
Skills, Knowledge and Expertise
- Bachelor of Science in Environmental Health & Safety, Engineering (Safety Engineering Preferred), Occupational Health and Safety, or related disciplines
- Certification as Certified Hazardous Materials Manager (CHMM), Associate Safety Professional (ASP)/ Certified Safety Professional (CSP), International Institute of Ammonia Refrigeration (IIAR)/Refrigerating Engineers and Technicians Association (RETA) Certification, and/or similar registration
- Five years ammonia safety compliance understanding related to OSHA Process Safety Management (PSM) Standard (29 CFR 1910.119) and the EPA's RMProgram Rule under Section 112(r) of the 1990 Clean Air Act
- Ammonia system operator
- Highly motivated with ability to succeed in a fast-paced consulting environment, handling multiple project assignments and meeting strict deadlines
- Ability to work remotely and independently
- Proactive, independent, technically competent, assertive, well-spoken, and proven ability to successfully perform in high-pressure environment
- Excellent verbal, written, and interpersonal communication skills
- Customer oriented strategic thinking
- Ability to travel up to 50%
Major Skills:
- A Bachelor’s degree in a field such as Environmental Health & Safety, Safety Engineering, Occupational Health and Safety, or a related field.
- Certifications like Certified Hazardous Materials Manager (CHMM), Certified Safety Professional (CSP), or IIAR certification are preferred.
- Five years of experience with ammonia safety compliance, specifically with OSHA’s Process Safety Management (PSM) standard (29 CFR 1910.119) and the EPA’s Risk Management Program (RMProgram) under the Clean Air Act.
- Experience operating ammonia systems is required, as the PM needs to understand how ammonia refrigeration systems work in order to provide safety and compliance consulting.
