Position Summary:
The Assistant Director Facilities Manager is responsible for overseeing all aspects of maintenance, rehabilitation, and property management activities for VBCDC-owned and managed properties. This role includes supervision of maintenance staff, coordination with external contractors, and ensuring compliance with safety and housing regulations. The manager will oversee unit turnovers, repairs, preventative maintenance, and rehabilitation projects to maintain high standards for VBCDC properties.

Goal Statement:

To effectively oversee and manage all aspects of maintenance, rehabilitation, and property management for VBCDC-owned and managed properties by ensuring compliance with safety and housing regulations, maintaining high operational standards, and leading a skilled maintenance team. The objective is to optimize property conditions through strategic planning, resource management, and adherence to federal, state, and local housing laws while fostering a culture of safety, efficiency, and continuous improvement.

Essential Duties and Responsibilities:

Maintenance and Rehabilitation Operations:

  • Organize and coordinate rehabilitation activities for VBCDC properties, including rental housing and homeownership units.
  • Inspect properties for maintenance needs, code violations, and general condition.
  • Develop and oversee preventative maintenance schedules and unit turnovers.
  • Prepare cost estimates, work write-ups, bid packages, and specifications for maintenance and rehabilitation projects.
  • Approve payments to contractors and vendors.
  • Ensure compliance with OSHA standards and company safety policies.
  • Oversee the Maintenance Safety Program and conduct regular safety meetings and PPE training.
  • Manage supply and tool inventory and ensure timely ordering and delivery of supplies.
  • Provide quality assurance inspections of maintenance and rehabilitation work.

Supervision and Leadership:

  • Directly supervise maintenance staff, administrative associates, and facility technicians.
  • Assign and monitor work orders and ensure timely completion of maintenance tasks.
  • Oversee contractor work, ensuring compliance with project specifications and safety standards.
  • Lead training and development for maintenance and rehabilitation team members.
  • Conduct performance evaluations and manage team performance, including disciplinary actions if necessary.

Administrative and Compliance:

  • Prepare and present reports to HUD, the City of Virginia Beach, and other stakeholders.
  • Maintain accurate project records, including work orders, maintenance logs, and inspection reports.
  • Ensure properties meet applicable building codes, safety standards, and housing regulations (HOME, CDBG, LIHTC, VRLTA).
  • Represent VBCDC in meetings with federal, state, and local officials, consultants, residents, and the public.

Required Knowledge, Skills, and Abilities:

  • Extensive knowledge of property maintenance, rehabilitation practices, and building codes.
  • Ability to inspect properties for maintenance needs and code compliance.
  • Strong project management skills, including cost estimation, scheduling, and contractor oversight.
  • Proficiency in Microsoft Office (Word, Excel) and property management software (e.g., Real Page Onesite).
  • Effective leadership, communication, and team management skills.
  • Ability to develop and monitor rehabilitation and maintenance schedules.
  • Knowledge of federal, state, and local housing laws and regulations.
  • Understanding of occupational hazards and safety precautions.

Minimum Education, Training, and Experience:

  • High School Diploma or equivalent required; Bachelor’s degree preferred.
  • Five (5) years of experience in building construction, maintenance, or rehabilitation, including at least three (3) years of supervisory experience.
  • Technical knowledge in carpentry, plumbing, electrical, HVAC, and general maintenance.

Special Requirements:

  • Possession of a valid Commonwealth of Virginia driver’s license with a good driving record.
  • Must be bondable and pass a criminal background check.
  • Availability to respond to emergencies after hours, including evenings, weekends, and holidays.
  • HVAC certification required; CAMT and Fair Housing Certification preferred.

Physical Demands/Work Environment

While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 20 pounds. The partner must have a valid driver’s license, own an automobile which can be used for travel during the work day, and carry $300,000 of liability insurance.

Job Type: Full-time

Pay: $70,000.00 - $85,000.00 per year
