General Description: Supports the Director in providing leadership, strategic planning, and direction and ensuring that all activities are carried out efficiently and effectively. Works with other business units to ensure customer and VSA goals are coordinated and carried out.

The Deputy Director of FMM is directly responsible for ensuring missions are planned and that all requirements are identified and tracked to closure. Coordinates mission support across internal and external organizations. Plans and executes mission-related technical reviews as required, gives presentations to internal and external organizations, and assigns work as required among assigned staff.

Responsibilities and Duties:

  • Assumes the responsibilities of the Director when the Director is absent.
  • Assists the Director in developing and implementing policies, procedures and strategies for the Directorate.
  • Participates in decision-making processes and provides guidance and support to the Director.
  • Assists the Director in managing budgets and financial resources.
  • Oversees the development and implementation of projects and initiatives as assigned by the Director and prepares program goals and objectives.
  • Represents the Directorate at meetings, conferences and other events
  • Monitors the performance of the Directorate according to existing policies and procedures and identifies areas for improvement
  • Provides support and guidance to Directorate staff to help them develop their skills and careers, and to ensure that assigned staff are appropriately trained.
  • Creates and manages processes targeted at reducing overall cost while increasing efficiency.
  • Collaborates internally and externally and communicates and connects with both senior leaders and employees to improve communication across all VSA functional areas.
  • Resolves problems identified within the assigned functional areas and develops mitigation plans for preventing similar future problems.
  • Routinely communicates activities, issues, and concerns to the Director.
  • Develops and manages the Mission Management function for VSA activities.
  • Creates efficient and effective processes which manage mission support activities and ensures that activities occur on schedule.
  • Develops and manages a standardized reporting tool to track current readiness status of required operational function. Presents status to Executive Leadership or other stakeholders, as required.
  • Manages mission requirements and coordinates mission needs with customers, external organizations, and VSA organizations.
  • Coordinates with Chief Technical Officer (CTO), Logistics Team, and Technical Operations to ensure customer specific technical requirements are met.
  • Determines, implements, and monitors Key Performance Indicators (KPIs).
  • Determines operational support capability requirements as identified by mission needs and anticipates expected challenges.
  • Creates and manages processes targeted at reducing overall cost while increasing effectivity.
  • Collaborate internally and externally, communicate, and connects with both senior leaders and employees to improve communication across all VSA functional areas.
  • Creates and enforces policies and procedures for Office activities.
  • Resolves problems identified within the assigned functional areas and develops mitigation plans for preventing similar future problems.
  • Routinely communicates activities, issues, and concerns to the Director of Facilities and Mission Management.

EMPLOYMENT STANDARDS

General Education
College: Bachelor’s Degree preferred; advanced degree strongly preferred.

Major:
Engineering, Business Management will be most useful in this role.

Job-Related Experience:
3-5 years of practical facilities management experience required. Seven or more years of direct, practical work experience in providing strategic, technical, operations, financial and managerial leadership to implement project activities successfully is preferred. Experience as a supervisor/manager.

Certifications:
Ability to acquire TS/SCI Security Clearance required. Professional Engineer Certification or Project Management Professional (PMP) certification a plus.

Licenses, etc.:
Valid driver's license is necessary when operating a vehicle while on agency business.

CONDITIONS OF EMPLOYMENT

Knowledge:
Comprehensive knowledge of technical operations and complex maintenance programs required. Knowledge of operational support functions such as logistics, procurement, contracts, equipment maintenance, quality assurance-related process control systems, safety programs related to industrial operations, and environmental regulations as applied to support functions is desired.

This is a senior management position in an office environment with occasional time required outside in an industrial work environment. Employee must be able to occasionally navigate safely in a complex industrial environment with exposure to metal work stands and piping.
