SUMMARY
The Virginia Spaceport Authority (VSA) is seeking a strategic-minded Risk Manager to partner with the SDS and other staff to enhance VSA’s risk-informed approaches as it scales to become the #1 commercial spaceport in the United States. This will be an opportunity to put an imprint in the direction of commercial space development in the United States.
General Description : The Risk Manager is responsible for VSA’s comprehensive and dynamic organizational risk management and resiliency approach and its integration into VSA policies, standards, decision-making and mission execution. The Risk Manager shall be strategic-minded and align approaches with VSA’s overall strategy, goals and objectives. The Risk Manager assesses, plans, implements and drives the risk management activities of the organization. The Risk Manager shall work collaboratively across the organization to identify and mitigate operational, financial, compliance, reputational and any other risk to reduce the residual risk of VSA / MARS and its operations.
Responsibilities and Duties :
- Maintain an in-depth and expert understanding of VSA’s technical and business operations through hands-on interactions with leadership and employees.
- Develop and oversee VSA’s dynamic, comprehensive, multi-disciplinary, sustainable, and all-hazards risk management and resiliency approach and its integration into VSA policies, standards, decision-making and mission execution aligned with VSA’s overall strategy, goals and objectives.
- Identify and maintain an in-depth understanding of VSA’s sources of Inherent Risk across operational (naturally-occurring, unintentional, kinetic or cyber deliberate events); financial; compliance (workforce, regulation, legal); and reputational.
- Research and evaluate historical issues or attributes of each Inherent Risk source that may contribute to the level of risk.
- Identify and maintain an in-depth understanding of each Inherent Risk source’s critical interdependencies from the manner VSA conducts its operations currently and in the future.
- Develop, maintain, and oversee the Risk and Control Matrices (RACM) to characterize the magnitude of the threat severity, vulnerability, likelihood of occurrence and potential impact.
- Compare known Inherent Risk sources and levels of risk with VSA’s current policies, standards, practices, contractual agreements, mitigation approaches, and other factors to identify vulnerabilities and areas of concern.
- Identify, develop and maintain mitigation measures to improve Mitigated Risk and Insured Risk.
Partner with the Legal Department, staff and consultants to understand VSA’s historical and current insurance coverage (e.g., benchmarks for risk tolerance / coverage, comparables, cost, contract requirements, scenario analysis) and to build future insurance schemes that balance risk and cost to VSA assets.

EMPLOYMENT STANDARDS
General Education : College : Bachelor’s degree.
Job-Related Experience : Minimum of 5 years of risk management and resiliency experience required. Preferred experience in industries related to aerospace, national security, state or federal or in organizations that are technology-related, capital-intensive, and commercially-active field where operational safety is a key priority. Experience assessing risk and implementing mitigations and controls enterprise-wide.
Certifications : Preferred - Certified Risk Manager (CRM), Certified Risk Management Professional (CRMP), Professional Risk Manager (PRM), Associate in Risk Management (ARM), Certified Risk and Compliance Management Professional (CRCMP), or other equivalent or relevant certifications.
Licenses, etc. : Valid driver's license is necessary when operating a vehicle while on agency business. Must be able to travel between VSA’s Norfolk office and VSA’s facilities on Virginia’s Eastern Shore near Wallops Island, VA.

Physical Demands : Work is light requiring lifting of computer equipment and involves typical office behaviors as well as field work that may expose one to various weather conditions and chemical irritants. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk; climb or balance; stoop, kneel, crouch, or crawl. Work Environment : Work is performed in both an office setting and conducting field work, which may involve moderate discomforts which require special precautions, e.g., working around moving parts, carts or machinery, working with irritant chemicals, and various outdoor weather conditions.
