Job Duties
The Virginia Department of Environmental Quality's, Tidewater Regional Office is seeking a qualified candidate to coordinate Pollution response and investigation, Incident management, and Compliance and Enforcement duties. The chosen candidate will coordinate responses to pollution incident reports received by the Agency by implementing the Pollution Response Emergency Preparedness Program (PREP) in accordance with applicable state, federal, and local laws and regulations as well as current Agency program policies. Ensure Proper and timely management of PREP data and documents. Conduct preparedness activities with Federal, State, Tribal, Local Entities, and industry. Coordinates PREP Program administration at the regional level. Ensures that Regional Office personnel engaged in the PREP Program activities are appropriately trained and knowledgeable of PREP Program policies, procedures, guidelines and STARS Radio Operation. Complete appropriate documentation for emergency contracts and cost recovery.
Minimum Qualifications
Knowledge of natural and environmental science, chemistry, (aquatic) biology, ecology; Federal, State and Local environmental laws and regulation; and DOT regulation. Management of pollution incidents including oil and hazardous material incidents, spill containment measures, mitigation and remediation. Knowledge of incident management frameworks, including the incident command system/Unified Command, and exercise planning and participation.
Skilled at interpersonal communication, negotiation, conflict resolution, situational awareness/safety, verbal and written communication, technical report writing, conveying technical information to non-technical audiences, database and file management, word processing, pc operations, geographical/geospatial information system resources, data analysis and interpretation, work plan review, conducting multi-media investigations, and project management.
Ability to prioritize, plan, and organize workload, multi-task, assess environmental impacts, prepare and present technical reports, make independent and sound decisions, work without close supervision, and coordinate with external entities during response activities. Demonstrated ability to train other staff and actively contribute in agency workgroups.
