Job Duties

1. Telecommunications Lead
  • Serves as Agency Telecommunications Lead for all telecommunications needs and requests; assists Health Districts and Divisions in development of work requests for telecommunications services.
  • Manage, supervise and provide technical advice on telecommunications systems, providing training and solutions as needed.
  • Coordinates and oversees work with VITA and suppliers, providing specific instructions and/or help on projects; inspecting completed work for acceptance and compliance with agency and industry standards; testing and accepting completed contractor work; and ensuring that network documentation is updated.

2. Policies and Training
  • Primary trainer for Central Office and Districts for issues concerning agency telecommunications.
  • Review, draft and renew all Telecommunication and Telework policies.

3. Telecommunications Support
  • Provides technical assistance related to all telecommunications devices within the Agency, including all wireless devices, VCC, UCaaS, Team Voice and VCE phones.
  • Promptly responds to telecommunication trouble calls, places appropriate service calls, and maintains communication until service is restored.
  • Works closely with end users and suppliers to activate and setup smartphones, and trains end user on the use of their assigned device.
  • Receive, process and submit all TSRs on behalf of the agency.
  • Coordinates Telecommunication Services to include wireless devices (mobile phones, MiFi) and landlines (Centrex, UCaaS and Team Voice.)

4. Telecommunications Inventory
  • Procures telecommunication services and equipment.
  • Maintains inventory databases for bill reconciliation; performs billing reconciliations to ensure compliance; ensures that districts and offices are in compliance with applicable policies.
  • Maintains inventory of all telecommunications assets in VDH; maintains District wireless inventory; reviews inventory to optimize functionality and costs; assists in inventory control, auditing and surplus.

5. Customer Support & Other Duties
  • Provides effective customer service to all staff, management, and the public using department policies and procedures and knowledge of effective customer service techniques.
  • May be required to perform other duties as assigned; may be required to assist in the event of an emergency declaration.

This is a restricted position, which is funded by the Centers for Disease Control and Prevention for a period ending June 30, 2027. The availability of funding is scheduled for review before the grant expiration date and periodically thereafter. Continued employment is contingent on the continued availability of funds.

Minimum Qualifications

  • Proficient in the use of personal computers and Microsoft desktop products (Windows, SharePoint, Outlook, Exchange, and MS Office suite)
  • Proven work experience as a telecommunications specialist; hands on experience with all telecommunications systems including peripheral equipment (e.g. computer networks, optical fiber, on site controllers, data modems, terminals, etc.)
  • Proficient in the use of troubleshooting tools and managing wireless devices; ability to troubleshoot wireless devices and VTC equipment and communicate solutions to customers.
  • Proficient in training users on equipment and use of systems.
  • Knowledge of customer service processes, procedures, and practices; skill in the delivery of exemplary customer service.
  • Ability to communicate effectively orally and in writing with individuals and groups.
  • Knowledge of data communications, equipment, and billing processes.
  • Experience in technical call center/customer service support.
  • Ability to provide reports and develop documentation as needed.
  • Experience in inventory management with emphasis on technical inventories.

Additional Considerations

  • Experience in supporting a Commonwealth of Virginia Executive Branch Agency's telecommunication needs.
  • Proficient in the use of Service Now and telecommunications expense (management) and billing solutions (TEBS) system
