Job Duties

Come join our team at the Department of Workforce Development and Advancement (DWDA)! In 2023, bipartisan legislation consolidated a dozen workforce development programs and data systems from various existing Commonwealth of Virginia agencies to create the Department of Workforce Development and Advancement (DWDA), known as Virginia Works. On July 1, 2024, Virginia Works stood up as an independent agency dedicated to creating, sustaining, and retaining a highly skilled workforce, and committed to making sure Virginia Works for everyone.

Serves as a senior member of Virginia Works' executive team, directly oversees the work of the Director of Service Delivery and Director of Program and Grants Management and their teams, and serves as primary agency point of contact for Finance, Human Resources, Procurement, General Services and Internal Audit shared services support provided by the VEC. Ensures financial and organizational health of agency operations and progress towards acchieveng the agency's fiscal, buiness and personnel goals. Coordinates the work of Virginia Works' monitoring teams in partnership with the Commissioner. Ensures the overall operational integrity of programs and services delivered by Virginia Works is compliant with applicable laws and regulations; a continually coordinated, responsive, and collaborative relationship between Virginia Works' service delivery and program management teams; the comprehensive execution and delivery of workforce development services programs; and the completion of accurate and timely grant administration and reporting activities with support from the shared services (Finance) team. Coordinates with Chief Deputy Commissioner to implement policy and strategy goals in service delivery. Serves as liaison to the OAG, DPB, SOL's Office, other state and federal agencies, partners, etc., on behalf of the agency.

Minimum Qualifications

Comprehensive knowledge of workforce development services and administrative program (HR / finance / budget / grants / facilities / procurement) procedures, regulations, and policies; strategic planning, QA and resource allocation techniques; legislative processes and bill tracking; compliance and monitoring issues; and service delivery models.

Strong leadership, executive management, decision making, oral and written communication, project management, computer, facilitation and long-term planning skills.

Demonstrative ability to cultivate positive stakeholder engagement; manage a successful team and complex operations; lead change initiatives and promote continuous improvement strategies; ensure compliance with federal and state requirements; make formal presentations; maintain resilience in the face of change, uncertainty, and challenges; make sound decisions and meet goals and objectives; and develop, interpret, and / or implement policies and procedures.

Education, experience, and / or training in business / public administration, accounting, risk management, or a related field; extensive management experience related to administrative and workforce development services programs; must complete mandatory training and forms related to Statement of Economic Interests.

Additional Considerations

Related certifications such as SHRM, VCO, VCA, CPA and / or Certified Workforce Development Professional; experience working in a shared services environment, receiving administrative support from another agency; extensive experience working in upper-level management over diverse personnel and resources, large fiscal operations and complex administrative functions; manaing complex workforce development services programs; leading process improvement efforts; overseeing contracts; and working with state and federal programs and legislative processes.
