The Fredericksburg District is seeking a District Planning Manager at the Fredericksburg District Office location to provide leadership, day-to-day direction and coordination for metropolitan and rural transportation planning. The District Planning Manager will coordinate with staff, and local and regional planning entities on planning related activities and support urban and rural planning functions. They will coordinate and implement long range plans in the TIPs, STIPs and project development process and support applications for funding through various programs to include SMART SCALE and Transportation Alternatives. They will oversee transportation studies in programs such as STARS and Project Pipeline and provide technical analysis to support identification and development of recommendations to improve existing transportation deficiencies and ensure future needs are met throughout the district's localities.

Core responsibilities for job & position -

Transportation Planning Studies : Develop, conduct, manage and participate in transportation planning studies to include corridor, access management, crossover and interchange studies, etc. Review and administer RFPs, scope of work, contract and vouchers for annual state transportation planning grants, on-call consultants and rural transportation planning and multimodal grants.

Customer Response : Respond to public inquiries by phone, e-mail, letter, etc. and attend public hearings for major studies and construction projects. Develop and make presentations to government and civic groups on transportation planning and land development.

Technical Assistance and Review : Assist with land development reviews for local jurisdictions to include rezoning, subdivision, site plan and record plan reviews to residencies.

Travel Demands Preparation : Lead the preparation of local and regional travel demands. Provide reports and models for traffic forecasts, roundabout analysis and recommendations for scoping meetings, roadway design and environmental studies.

Support District PIM section and Project Development : Coordinate planning efforts with land development, programming and project development activities. Provide recommendations based on highway needs assessments, long range plans and regional studies to be considered for inclusion in the programming process. Provide supporting project documentation such as history of need, traffic forecast, transportation impact, regional social and economic data, land use and local transportation planning efforts. Serve as the District Lead for SMART SCALE, including recommending potential project concepts and evaluating ideas from all stakeholders with a focus on cost-effective, feasible solutions.

Planning Activities for Urban, Rural and District Programs : Manage, plan and coordinate district planning activities for urban, rural and district programs. Provide technical assistance, guidance and leadership to district staff, local planning commissions and organizations, and local governments to meet FHWA, TMPD and district goals and objectives. Support district's MPO and PDC urban and rural transportation planning programs as VDOT's representative on Boards and Committees. Serve as liaison in planning matters involving internal and external customers.

Minimum Qualifications

  • Experience applying transportation planning principles and practices to a variety of complex projects
  • Ability to organize and analyze transportation data

  • Knowledge of transportation design standards
  • Skill in the use of computers and software applications
  • Skill in maneuvering through complex political situations effectively and demonstrating sensitivity to how people and organizations function

  • Ability to manage financial resources
  • Knowledge of federal, state and local regulations governing highway programs and transportation planning and land use processes
  • Ability to supervise, lead and coach others
  • Additional Considerations

  • A combination of training, experience, or education in civil engineering, transportation planning, urban and Regional Planning or related field desired (master's degree preferred)
  • Experience with transportation design including developing conceptual sketches and estimates
  • AICP certification
  • Progressively responsible management experience in planning and land development
