The Virginia Department of Social Services, Division of Benefit Programs is currently seeking a Program Consultant, Sr. This position will be responsible for recommending, gathering, and preparing policy and procedures for the operation of Medical Assistance programs while ensuring that they align with federal and state law and regulations. Incumbent provides policy guidance, training and support to the Regional and the Local Department of Social Services (LDSS) staff to ensure accurate and timely eligibility determinations for Medical Assistance. Incumbent will also provide information regarding Medical Assistance issues to individuals, public agencies, private groups / organizations, and other connected partners and stakeholders. Serve as lead on committees, work projects, special initiatives, and training efforts, etc. Incumbent will also assist in the development of tools (guidance documents, forms, training materials, etc.) needed to efficiently and accurately administer Medical Assistance programs in the Commonwealth of Virginia. Provide direct support to State partners, Regional and Local Medical Assistance staff.
Minimum Qualifications
- Considerable experience in the administration of human service programs at a state or local level.
- In-depth working knowledge of Medical Assistance programs, policies and operations.
- Considerable experience with Virginia Case Management System (VaCMS).
- Demonstrated critical thinking skills and data analysis experience.
- Considerable skills with the interpretation and application of complex federal and state regulations.
- Ability to communicate effectively in writing and verbally.
- Demonstrated ability to set and maintain priorities, plan and manage work with minimal supervision.
- Demonstrated ability to interact with a variety of constituencies, partners and stakeholders to address program issues.
- Demonstrated ability to collaborate in a solution-oriented way with colleagues, manager, and other state staff.
- Effectively communicates VDSS position and unit policy in a way that is clear, concise, and understandable to different groups and stakeholders.
- Ability to take the initiative to problem solve and resolve issues, concerns, and inquiries.
- Demonstrated ability to plans, organize, and effectively complete assignments according to deadlines while maintaining program goals.
