Job Duties
Come join our team at the Department of Workforce Development and Advancement (DWDA)! In 2023, bipartisan legislation consolidated a dozen workforce development programs and data systems from various existing Commonwealth of Virginia agencies to create the Department of Workforce Development and Advancement (DWDA), known as Virginia Works. On July 1, 2024, Virginia Works stood up as an independent agency dedicated to creating, sustaining, and retaining a highly skilled workforce, and committed to making sure Virginia Works for everyone.
Supports the work of the Virginia Board of Workforce Development (VBWD) and Virginia Works by providing strategic and technical information on best practices in the workforce development field within Virginia and the nation. As directed by the VBWD, the agency and / or the Office of Virginia's Secretary of Labor, conducts research, analysis and studies to identify, benchmark and validate best practices; collaborates with various partners, sources, and consultants to collect and share information; drafts policies and procedures; makes formal presentations; coordinates and manages projects; prepares reports, briefing papers, and presentations; and reviews existing and proposed legislation and requirements (e.g., state, federal, program, policy and / or grant), analyzes impact, and makes recommendations. Based on the results of the research and analysis, provides leaders information sharing opportunities and technical assistance in critical policy areas that seek to enhance program outreach, engagement and / or completion; customer service delivery; and / or labor market outcomes for learners, jobseekers, employers, etc.
Minimum Qualifications
- Knowledge of public policy or administration practices and techniques; workforce development programs and systems.
- Strong decision-making, organizational, computer (e.g., Microsoft Office Professional or 360 and statistical analysis), oral and written communication, facilitation, qualitative and / or quantitative, and time management skills.
- Ability to research, analyze, plan, evaluate, and measure data; provide technical assistance; make formal presentations; compile data and prepare policy documents and technical reports; manage complex projects with multiple stakeholders, including senior levels of state government; conceptualize and manage research studies; work effectively on multi-disciplinary teams; prioritize and accomplish work; benchmark and identify best practices; and meet deadlines with minimal supervision.
Additional Considerations
Working with policy issues related to workforce development programs / the public workforce development system. Experience / expertise in at least one relevant area including but not limited to : disability, older populations, veterans, apprenticeship, nontraditional occupations, workforce diversity, reemployment services, and / or unemployment insurance. Familiarity with TEAMS features and functions.
