Job Duties
The Virginia Department of Emergency Management is seeking qualified candidates for the position of Special Operations Division Director. The Special Operations Division Director reports to the Deputy State Coordinator of the Field Operations Bureau.
The Special Operations Division Director will be responsible for the overall management and leadership of the Special Operations Division. The Division Director will provide leadership, strategic direction, and coordination for all aspects of the division, ensuring that critical systems, activities, and programs are operational and effectively managed. This role includes supervising branches including the Technical Hazards Branch, Search and Rescue Branch, Tactical Systems Branch, and the Radiological Emergency Preparedness (REP) Program Branch. Additionally, the Division Manager will collaborate with agency stakeholders and other divisions to ensure alignment with VDEM's mission and priorities. This position may require the incumbent to travel within the regions.
Duties include but are not limited to :
- Lead and manage the VDEM Special Operations Division, ensuring all programs, assignments, and taskings are completed efficiently and effectively.
- Supervise and support all divisional positions, ensuring that each division operates in alignment with division goals and VDEM's overall mission.
- Oversee the operations of the Technical Hazards Branch, Search and Rescue Branch, Tactical Systems Branch, and the Radiological Emergency Preparedness (REP) Program Branch, ensuring their activities are fully functional and coordinated.
- Manage the divisional budget, ensuring resources are allocated appropriately and used efficiently to meet division goals.
- Collaborate with other agency divisions and stakeholders to maintain consistency with VDEM's overall mission and priorities.
- Provide regular updates to senior leadership on divisional performance, progress, and challenges.
- Ensure all systems and activities within the division are prepared for operational activation and response to emergencies or disasters.
- Lead division efforts to identify, address, and resolve operational issues, ensuring a proactive approach to problem-solving and continuous improvement.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather and natural or man-made disasters / events. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the Employee Work Profile.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
