Job Duties
The Virginia Department of Veterans Services (DVS) is seeking a highly motivated, results-driven individual to serve as the Program Manager for DVS Office of Transformation. The Program Manager manages the day-to-day operations of the agency’s online portal hub, the Virginia Veterans Network (VVN) and other transformational activities supporting veteran services.
The VVN is a virtual network offering a free online hub of resources and services for veterans and service members. The network provides direct access to resources and services covering job training, employment, health care and wellness from vetted and trusted veteran service organizations, nonprofits, and state agencies. Membership provides access to hundreds of resources, one website, convenient access virtually, in person, or over the phone and a safe and secure network. The Program Manager will provide program management, technical oversight, budgeting, and long-range strategic planning, transformational and development activities.
The individual will report to the Director of Transformation, and work collaboratively with the DVS Chief of Staff, DVS Service Line Directors, and the DVS Commissioner on various transformational activities in support of veteran services

Key job responsibilities include:
- Manages day-to-day operations of the Office of Transformation and maintains daily and weekly contact with program developers.
- Oversee the in-process development program plan for the successful implementation and further development of key agency transformational activities. Partner with key legislators, external stakeholders, technology staff, and outside consultants.
- Track program milestones, deliverables and outcomes.
- Develop OKRs to measure outcomes, objectives, and successes to support veterans.
- Manage change management initiative launches, workflow management, and cross-service line/directorate coordinated efforts.
- Implements and manages ongoing changes and interventions to ensure program goals are achieved.
- Consults with agency leadership on program operations and workflows to increase efficiency and monitor program development.
- Conducts presentations and plans to communicate the status of initiatives to agency leadership and the members of the Secretary of Veterans Affairs leadership team.
- Provides oversight of VVN content development, including research, analysis, editing, and executing content ideas.
- Analyzes veteran feedback and translates to software capabilities.
- Identify key agency strategic opportunities and collaborate with senior leaders and cross section of employees to develop strategic programs, services, and initiatives to support veterans.
- Develop new strategies and operational processes relevant to programs designed to meet veteran supportive services and employee engagement goals
- Provide regular and timely updates on strategic planning initiatives to the Commissioner, Secretary’s Office, Governor’s Office, and various veteran Boards.
- Knowledge and experience utilizing project management methodologies.
- Experience organizing, planning and managing project timelines and deliverables.
- Knowledge of principles and practices of continuous program improvement practices, achieving targeted outcomes, and evaluation of programs.
- Ability to track and manage and track program budgets, forecasting, identifying constraints and developing recommendations to address challenges.
- The ability to facilitate discussion with senior leaders, staff, Boards, veteran constituents, legislators, and other state agencies.
- Knowledge of veteran programs including education, transition services, employment, benefits services, counseling, family support, or related programs to support veterans.
- Prior experience managing projects or programs from infancy, planning, implementation and closing.
- A combination of advanced education and experience in project management, business, public administration, or related field.
- Project Management Professional (PMP) certification or willingness to obtain certification.
