Ensures the efficient performance of federally mandated appeal functions sanctioned by DOL and the Virginia Unemployment Compensation Act for claimants and employers relating to unemployment insurance (UI) claims.

Fairly and impartially conducts administrative hearings and issues written decisions to determine whether appropriate to affirm or reverse initial determination of eligibility and qualification for UI benefit.

Works with Business Team Lead to monitor Appeals’ Unit production rates, trends impacting appeals, and the status of changes and improvements to the appeals system and report findings to senior leadership.

Provides support and assistance on process improvement strategies; analyzes existing processes, conducts research, and makes recommendations to streamline workflows.

Identifies inefficiencies and recommends data-driven solutions (including bot solutions) to leverage technology to optimize operations and performance.

Conducts training, makes presentations, handles complex cases, and provides technical assistance, as requested.

Minimum Qualifications

Knowledge of the Virginia Unemployment Compensation Act, rules and regulations governing eligibility and qualification for benefits; administrative law procedures for conducting hearings, due process rights, and legal research methodology and terminology; and industry trends, best practices, risks and new technologies related to appeals.

Strong analytical, decision making, oral and written communication, research and computer skills.

Ability to conduct fair and impartial administrative hearings, display judicial temperament, and write decisions and orders.

Ability to conduct training and make presentations; analyze existing business processes, identify issues and inefficiencies, and propose actionable improvements; collect, analyze, and interpret data; conduct research and present findings; provide assistance with process improvement projects, strategies and risks; and handle complex customer service issues.

Additional Considerations

Knowledge of statutory and regulatory provisions governing unemployment compensation.

Experience interpreting relevant laws, rules and regulations; conducting UI administrative hearings; and reviewing and editing legal decisions.

Experience working with project management methodologies, statistical software, key performance indicators, and/or workflow automation and process improvement tools.
