Job Duties

Effectively monitors and reports to senior leadership and the Executive Team the Appeals’ Unit on production rates, trends impacting appeals, and the status of changes and improvements to the appeals system.
Serves as a technical expert and business partner focusing on process improvement to streamline the appeals process.
Analyzes existing processes, conducts research, and develops improvements to streamline workflows for the purpose of enhancing accuracy and efficiency.
Identifies inefficiencies and applies data-driven solutions to leverage technology to optimize operations and performance.
Strategizes and liaises with IT and management staff and outside vendors to optimize VUIS Appeals domain, Clear2There, bot development and maintenance, and other unit technological initiatives.
Supervises, mentors and trains staff.
Ensures the efficient performance of federally mandated appeal functions sanctioned by USDOL and the Virginia Unemployment Compensation Act for claimants and employers relating to unemployment insurance (UI) claims.
Fairly and impartially conducts administrative hearings and issues written decisions to determine whether appropriate to affirm or reverse initial determination of eligibility and qualification for UI benefit.
Minimum Qualifications
Knowledge of VA Unemployment Compensation Act and relevant court cases; related rules, regulations and issues governing eligibility and qualification for UI benefits and tax law; legal research/writing methods; industry trends, best practices, risks and new technologies; change management frameworks; and process automation tools/technologies. .
Advanced analytical, decision-making, management, oral and written communication, team building, and computer skills.
Ability to map, document, and analyze existing business processes; identify issues, root causes, and inefficiencies and propose actionable improvements; collect, analyze, and interpret data to measure process performance and effectiveness; assess risks of process changes and propose mitigation strategies; manage process improvement projects, ensuring improvements are completed on time and within scope.
Ability to manage change effectively by helping teams embrace new processes/workflows; manage staff.
Ability to conduct fair and impartial administrative hearings, display judicial temperament, and write decisions and orders.
Additional Considerations
Experience interpreting relevant laws, rules and regulations; conducting UI administrative hearings; reviewing and editing legal decisions; and supervising managing professional, legal staff.
Knowledge of recent technological trends and advancements and its impact on Administrative Law and experience working with UIPath (bot development), VECSVN, and Replifax (administrative privileges).
