Job Duties

The Deputy Director of Treasury (DDT) plays a crucial role in ensuring the financial integrity, operational efficiency, and strategic growth of the agency and shared services. This role also emphasizes the importance of transparency and accountability in financial practices, ensuring that all financial activities align with the organization’s strategic objectives and contribute to its overall mission. Through effective leadership, the Deputy Director will cultivate a high-performing team committed to excellence in service delivery and continuous improvement.

The DDT aims to streamline financial processes, enhance efficiency, and ensure compliance with state and federal regulations. By leading the treasury team, the Deputy Director fosters collaboration among shared service partners to meet organizational goals. The objective is to provide accurate financial insights, optimize resource allocation, and support strategic decision-making, ultimately ensuring the financial health and sustainability of all agencies served. Through effective communication and partnership with internal stakeholders, the Deputy Director will drive continuous improvement and promote a culture of accountability and transparency in financial operations.

The Deputy Director leads the treasury operations, fiduciary management of cash receipts, accounts receivable (AR) and collections, and reviews daily transactions affecting the trust fund, clearing and benefits accounts, and conducts fluctuation, reconciliation and financial analysis.

This role provides executive-level support to the Director of Finance and serves as a back-up to the Director, and ensures compliance with all state and federal financial regulations and collaborates with internal and external partners to address business needs and enhance the agency’s financial performance. Additionally, this position will work in a collaborative office environment and may require occasional travel to represent the agency at meetings or conferences. The position may also involve extended hours to meet operational needs and deadlines.

Minimum Qualifications

  • Financial Operations Experience: In-depth understanding of general accounting and grants accounting. Familiarity with quality assurance, resource allocation techniques, as well as applicable laws, policies, procedures, legislative processes, and audit and compliance issues. Progressive experience in financial management, accounting, or related fields, with additional experience in a leadership role. Demonstrated experience managing complex financial operations, including budgeting, financial reporting, and grants management within a governmental or public sector environment.
  • Leadership and Management Experience: Demonstrated ability to provide effective leadership, successfully overseeing projects and teams while cultivating a collaborative and high-performance culture. Skilled in inspiring diverse teams and driving organizational change and fostering an inclusive work environment. Proven track record of implementing initiatives that enhance operational efficiency and align with organizational goals. Extensive experience in leading and managing a variety of administrative programs, with a strong history of developing and executing plans that incorporate measurable goals and objectives. Manage and mentor finance staff, promoting professional development and ensuring a high level of performance.
  • Accounting Functions: Familiarity with Virginia state accounting policies and practices, as well as federal financial regulations, is preferred. Oversee all accounts payable and cost management accounting operations, including general ledger management, accounts payable and cost management accounting. Ensure timely and accurate financial reporting in compliance with GAAP and federal and state accounting standards. Implement and maintain internal controls to safeguard agency assets and ensure financial accuracy.
  • Grants Accounting: Oversee the management of federal and state grants, ensuring compliance with expenditure requirements and regulations. Knowledge of federal, state, and local government regulations, including Uniform Guidance (2 CFR 200) for federal grants, OMB Circulars, and GAAP as they apply to grants. Ensure compliance with grant terms and conditions, including eligible expenses, reporting requirements, and deadlines.
  • Communication and Decision-Making: Exceptional verbal and written communication skills, with experience presenting information clearly and persuasively. Strong decision-making skills that facilitate sound judgment and effective problem-solving. Experience working collaboratively with executive teams and stakeholders to drive strategic financial planning and decision-making.
  • Regulatory Compliance: Expertise in ensuring compliance with federal and state requirements, with a strong understanding of relevant regulations and best practices. Proven track record of overseeing financial systems and internal controls, with experience in compliance and regulatory requirements.
  • Resilience and Adaptability: Demonstrated ability to maintain composure and effectiveness in the face of change, uncertainty, and challenges, demonstrating resilience in leadership.
  • Policy Development and Implementation: Proficient in developing, interpreting, and implementing policies and procedures that support organizational goals and regulatory compliance. Strong ability to interpret and apply administrative related laws and policies effectively.
  • Collaborative Liaison: Demonstrated ability to liaise with the executive team, managers, and strategic partners to address HR needs effectively.
  • Analytical Skills: Proficient in researching and analyzing complex problems and data to inform policy and decision-making.
  • Innovation and Benchmarking: Conduct research to identify new information sources and benchmark best practices, promoting innovative solutions.
  • Change Management: Partner with staff to ensure smooth transitions and adjustments within the agency and work units.
  • Technological Proficiency: Leverage technology to enhance productivity and efficiency within finance operations.
  • Strategic Planning: Develop and execute finance strategic plans and program initiatives that align with organizational objectives.
  • Training and Presentation Experience: Make effective presentations and conduct training sessions to enhance staff capabilities.
  • Relationship Building: Build strong relationships with internal and external customers, responding effectively to their requests and needs.
  • Technical Proficiency: Experience with financial management systems and software, including proficiency in data analysis tools and Microsoft Office Suite.
  • This position requires the completion of a Statement of Economic Interest (SOEI) form.
  • Mandatory training on the Conflict of Interest Act (COIA) must be completed.
  • The position may involve extended hours to meet operational demands and project deadlines.
  • Some statewide travel may be required to meet business needs.

Additional Considerations

  • Experience in Oracle e-Business Suite, Cardinal, eVA, FAACS, LAS and state budgeting and financial reporting.
  • Education, training, and/or experience in finance, accounting, business administration or related field.
  • Professional certification (e.g., Certified Public Accountant (CPA), Certified Management Accountant (CMA), or equivalent) is highly desirable.
