Job Duties
Provides overall management of administrative and business functions including financial management, federal grant administration, procurement and human resource activities. This is the lead administrative position of an Office(s), which employs personnel including classified, wage, interns, federal assignees, and contract employees. Manages teams of general business, human resource, procurement, and grants and accounting staff performing administrative operations.
Oversight responsibilities include large-scale annual budgets and expenditures, an array of funding streams, implementation of multitudes of grants, contracts and memoranda of agreement (MOAs); fiscal records review, including practices of organizations doing business with the Office(s); procurement of goods and services to support the Office(s); human resources activities and related transactions; and an array of general business support (inventory, facilities management, reconciliations, leases, etc.).
Minimum Qualifications
Comprehensive and considerable experience with administrative functions of a large and complex governmental organization
Comprehensive experience with state / federal administrative laws, policies and procedures, including federal / state requirements governing management of grants and contracts, state accounting, finance and procurement
Experience in planning and communicating goals, objectives and achieving and reporting measurable progress
Comprehensive working knowledge of accounting practices, finance policies, procedures and related information systems, federal grants management, administrative and / or business processes
Demonstrated experience establishing and maintaining adequate internal controls and develop complex budgets and accompanying proposals
Demonstrated experience effectively managing professional staff on a variety of projects and initiatives by establishing work plans and accountabilities, monitoring progress, providing feedback and documentation on performance, and providing counseling / guidance, as needed
Demonstrated experience making critical policy and program decisions
Demonstrated ability working with diverse groups of people (e.g., participation in cultural awareness training, providing language support, mentoring employees or clients from underrepresented groups, offering guidance and support for underrepresented or marginalized populations, implementing hiring practices that promote diversity, leading or participating in community engagement activities that promote diversity and / or serve diverse populations)
Progressively responsible administrative management experience including budgeting, policy analysis and development and evaluating administrative programs or processes Essential
