Job Duties

The Department of Environmental Quality (DEQ) is seeking a qualified Land Application Permit Writer. This position processes applications for new permits, permit modifications, and permit reissuances authorizing the land application, storage, and treatment of biosolids, industrial residuals, and other non-point source activities. Processing tasks include reviewing application materials (including but not limited to process descriptions, treatment process data, land application site descriptions, aerial photos, GIS data, landowner agreements, and nutrient management information); drafting permit special conditions and fact sheets; responding to comments from other state agencies including the Virginia Department of Health, Department of Conservation and Recreation, and Department of Wildlife Resources; organizing, facilitating, and providing program information at public meetings; drafting permits, including special conditions and fact sheets; coordinating newspaper and website public notice, and responding to public comments verbally and in writing. This position also provides regulatory and technical assistance to owners and operators of permitted facilities. This position also responds to inquiries and complaints from the general public regarding permitted activity and facilitates effective resolution.

Minimum Qualifications

  • Knowledge of state and federal laws and regulations related to biosolids and industrial residuals.
  • Knowledge of nutrient management; soil science and agronomy; and wastewater treatment processes.
  • Knowledge of chemistry and environmental science.
  • Knowledge of word processing, spreadsheets, and databases.
  • Demonstrated ability to utilize geographic information systems.
  • Demonstrated effective communication skills (clear and concise verbal and writing skills, interpersonal and conflict resolution skills).
  • This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required.

Additional Considerations

  • Coursework in biology, chemistry, soil science, environmental science, and / or chemical, sanitary, environmental, civil, biological systems, or agricultural engineering.
  • Specialized training and / or experience in wastewater treatment technologies and residuals management.
  • Virginia Nutrient Management Planner certification is desirable but not required.
