Job Duties
This position serves as a consultant in DMV's centralized headquarters by providing technical employee relations and EEO guidance to professional and managerial level staff involved in complex, sensitive or unique HR policy or procedural performance issues in the workplace. This position collaborates with managers to identify and track workplace trends and provides guidance on resources and solutions that promote productive work environments and holding employees accountable for work performance in accordance with the Commonwealth's Standards of Conduct. This position conducts HR administrative investigations and identify findings in written investigative reports, as well as prepares EEOC position statements. This position handles employee grievances and ensures the agency is compliant with the Grievance Procedure Manual and all applicable state workplace policies related to disciplinary and discharge actions and prohibited conduct. Ensures agency management adheres to all federal and state employment laws and DHRM HR policies.

Minimum Qualifications
Considerable knowledge of human resources principles, practices and procedures, federal and state laws, regulations, and policies relating to HR and EEO.
Comprehensive knowledge of human resource management and organizational development, employee relations,
counseling / coaching, mediation, and alternative dispute resolution techniques.
Extensive knowledge of the Commonwealth's grievance procedure and workplace dispute resolution interventions and services.
Demonstrated ability to interpret HR policies and conduct internal HR investigation, compose EEO position statements, due process memoranda, grievance correspondence, and other memoranda and documents.
Ability to research complex issues, make sound decisions, clearly articulate rationale for the decisions, and effectively communicate with internal and external clients at all levels of state government.
Demonstrated knowledge of quality assurance and risk management principles and practices.
Demonstrated ability to work with leadership, management, teams, and employees at all levels of an organization.
Strong time management skills.
Strong organizational and analytical skills.
Demonstrated ability to build strategic partnerships and establish and maintain credibility among colleagues and senior leadership.
Ability to communicate effectively orally and in writing with diverse audiences, including delivering presentations and facilitating meetings in various settings.
Comprehensive knowledge of diversity, equity, and inclusion principles and cultural competency models.
Demonstrated flexibility in adapting communication style and method based on needs. Skills in the use of computers and web-based applications.
Additional Considerations
Experience with the Commonwealth's human resource systems, policies, and procedures is preferred; considerable experience related to employment laws / regulations,investigation techniques, human resource development and management, and policy development. Experience conducting investigations and making fair and objective recommendations. Demonstrated ability to exercise independent judgment in decision making and interpretation of laws, rules,policies, and regulations. Mediation and conflict resolution experience and professional HR certifications, such as Senior Professional of Human Resources (SPHR), SHRM-CP, or SHRM-SCP, are preferred.
