The Department of Behavioral Health and Developmental Services (DBHDS) Developmental Services' Office of Information Services and Technology (IS&T) is dedicated to enabling pristine data within a modern, cloud-based data ecosystem to enhance operational efficiency and provide top-tier services to our users. IS&T is seeking a highly skilled and experienced IT and Data professional to serve as the Enterprise Data Engineering Manager.
This role is critical for ensuring the successful implementation, maintenance, and scaling of the DBHDS modern cloud-based data ecosystem. The position will lead data engineering teams to drive the agency's data management efforts across key data disciplines, including data engineering, data storage, and data consumption.
Additionally, this role will partner with business units to develop data products, processes, and procedures on the cloud in support of their mission. The role will also promote data-centric decision-making, provide process support across all business units to achieve enterprise goals, and implement strategies for data management processes, best practices, and standards through tools and techniques aligned to Agencies technology roadmap.
Successful candidate will be a forward-thinking leader with the expertise to integrate technology-enabled data practices with strong communication and stakeholder management skills. The Enterprise Data Manager will be responsible for ensuring the ongoing maintenance and development of the data platform and products, supporting the agency's mission to serve the community effectively.
Additional Responsibilities include:
Providing expertise in data management for a modern cloud data ecosystem, mentoring and aligning staff skills with the new data ecosystem across all data disciplines.
Creating value through data exploitation, envisioning data-enabled strategies, and enabling business outcomes through a governed cloud data ecosystem.
Championing data management practices for the agency by providing technical leadership across data management principles, including cloud-ready ecosystems (e.g., AWS), modern data stores (e.g., Snowflake, DynamoDB), scripting tools (e.g., Python), and consumption layers using agency-aligned tools (e.g., AWS native tools, Power BI, SnowSQL).
Organizing and leading working groups for data governance to provide oversight for policies and compliance. Identifying opportunities and operationalizing the data governance process to simplify agency data operations.
Designing and leading the implementation of data engineering solutions to support the agency's feature and capability creation on a modern cloud data ecosystem.
Promoting data literacy and supporting business units in the broader use of modern cloud technologies for data assets.
Providing technical leadership and expertise for project initiatives and business requests, both on-premises and in the cloud, while championing data integration, engineering, and development practices.
Driving innovation by building proofs of concept for emerging technologies to address business needs with enterprise data, including ad hoc development and support for enterprise data solutions.
Reviewing and consolidating business plans, budgets, and forecasts related to data management.
Collaborating with architects to design system components for data, define current and future states, and provide guidance for data management and IT initiatives.
Serving as a subject matter expert for data architecture, design, context, and value across the enterprise, while supporting data quality and process improvement efforts.
Leading contract management for resources supporting enterprise data applications, analyzing requirements, and providing insights to stakeholders.
Driving transformation of DBHDS processes across all business units by implementing best practices in data delivery.
Minimum Qualifications
Experience managing and leading a team.
Experience in data management within a cloud-based data ecosystem (e.g., data engineering, data storage, consumption, and governance).
Proficiency in data and analytics skills, including data mapping, transformation, integration, and modeling.
Experience with ETL or ELT tools, preferably native AWS services or SSIS.
Experience building data products in a modern cloud-based data ecosystem (preferably on AWS).
IT skills across on-premises and cloud technologies, with a preference for AWS.
Data engineering expertise using native services (preferably AWS).
Experience in database management, including SQL Server, AWS Native services, and Snowflake.
Proficiency in scripting (preferably Python) and building data products in a modern cloud ecosystem (preferably AWS Cloud).
Experience and expertise in major cloud platforms, such as AWS and Azure (AWS preferred).
Strong understanding of Data Architecture, Cloud/FinOps management.
Refined communication, interpersonal, and training skills.
Ability to collaborate effectively across diverse teams.
Strong understanding of enterprise architecture (EA), IT governance, privacy, and compliance frameworks.
Experience designing and implementing highly scalable, fault-tolerant solutions.
Strong problem-solving skills with a proven track record of addressing complex IT challenges effectively.
