Job Duties
This position will serve as a Project Engineer in the agency's Rail and Transit Division, assisting with the oversight of engineering and construction activities for a portfolio of projects funded by the Commonwealth of Virginia. This position will be responsible for providing engineering expertise and services, including managing architectural / engineering consultants and reviewing project estimates and readiness; ensuring all Federal, State and Local requirements are appropriately considered during project development and delivery; and monitoring project progress against schedule and budget, reviewing project invoices and field verifying the accuracy of such invoices, for assigned projects. Further, this position is responsible for protecting the Commonwealth's financial interest for DRPT-funded projects, ensuring project goals and requirements are met as well as providing project updates to the Engineering Manager, senior management and project stakeholders, as requested.
The Department of Rail and Public Transportation offers a generous total compensation package. Well qualified candidates will be eligible to negotiate Exceptional Recruitment Incentives. New external candidates of the Commonwealth will be eligible to negotiate cash and leave bonuses upon hire. Existing State employees will be eligible to negotiate leave bonuses upon hire.
Minimum Qualifications
- Demonstrated understanding of practices and processes necessary to plan, develop and deliver freight-railroad and public-transit capital construction projects.
- Strong capital construction project management abilities, including the ability to plan, organize, and oversee compliance monitoring activities within set timelines and resources. Familiarity with the Project Management Book of Knowledge and experience using proven project management principles and practices.
- Familiarity with compliance frameworks, audit standards, and methodologies used to assess the effectiveness of federal programs in meeting legal and regulatory requirements, specifically relative to FTA and FRA grant programs.
- Proficient in conducting audits, inspections, or reviews to evaluate compliance with federal regulations and policies.
- Strong understanding of GIS technologies, software (such as ArcGIS, QGIS, or other spatial analysis tools) and their application in program management and decision-making.
- Experience working with a team and participating in multi-disciplinary planning and programming processes for capital projects.
- Experience leveraging contractors (specifically architectural and engineering consultants) to achieve project and programmatic goals, including writing scopes of work, proposal evaluation criteria, technical specifications and negotiating agreements with consultants and contractors.
- Strong writing skills, including the ability to organize ideas logically, structure documents effectively, and edit written material for clarity and accuracy.
- Understanding of audience-appropriate communication techniques, including tone, clarity, and formality, to ensure effective communication across different settings (e.g., formal presentations, casual conversations, emails, reports).
- Bachelor's degree in civil engineering or related transportation planning field of study, or a combination of equivalent experience, education, and / or training.
- Experience in the planning, development and delivery of transit and railroad projects using local (state, county, or city), AASHTO, NACTO, VDOT, PROWAG and AREMA standards, engineering, construction, and project management.
- Experience utilizing GIS software and tools for spatial analysis, map creation, and geospatial data management to support program objectives.
