Reporting to the Vice Chancellor for Finance and Capital Resources, as chief accounting, controller and fiscal officer, this position maintains the integrity of the financial operations of the VCCS including management of budget planning and execution, general accounting and reporting, accounts payable, accounts receivable, payroll accounting and reporting, grants and contracts accounting, capital outlay and fixed asset accounting, cash management operations, purchasing, and financial records retention.
Essential job functions include performance management of department and staff, provision of sound financial analysis of VCCS operations, programs and initiatives, and development and implementation of fiscal operations.
In addition, this position :
- Provides guidance to the 23 community colleges, the Shared-Services Center, and System Office on financial policies and procedures
- Provides guidance to vice presidents for financial and administrative services and business managers in policy interpretation, procedural methods and practices in all areas of financial management and operations.
- Directs staff in the maintenance of the Accounting Information System
- Researches and provides information to the Vice Chancellor for Finance and Capital Resources, the Senior Vice Chancellor for Finance and Operations, and the Chief of Staff for dissemination as requested.
- Provides information and presentations to the State Board and Advisory Council of Presidents and other VCCS governance groups as needed or requested.
