Job Duties
- Formulate and implement long-range plans, policies, and procedures that uphold regulatory standards.
- Ensure continuous alignment of division goals with the VRC’s mission and legislative requirements.
- Directly oversee the Lead Auditor and Lead Compliance Officer, providing guidance on complex or high-risk investigations.
- Foster consistent performance standards and support professional development within each team.
- Build strong partnerships across internal divisions (Licensing, Investigations, etc.) and external agencies (e.g., law enforcement, Treasury).
- Serve as the primary liaison for audit findings or compliance breaches involving other state entities.
- Develop and manage budgets for audit and compliance functions, ensuring efficient use of funds and staff resources.
- Oversee procurement of technology or tools critical for thorough auditing and compliance monitoring.
- Present audit findings and compliance assessments to the Commission, legislative bodies, or other key stakeholders.
- Propose action plans or policy updates based on identified gaps or risks.
- Keep pace with emerging industry trends, new gaming technologies, and legislative shifts.
- Update internal protocols, training programs, and policies to maintain proactive and effective audit/compliance standards.
Minimum Qualifications
- Extensive knowledge of regulatory frameworks, audit methodologies, and compliance best practices in the gaming or comparable industries.
- Leadership and strategic planning skills, including ability to manage diverse teams and align divisional goals with the Commission’s broader objectives.
- Strong analytical abilities to interpret financial reports, internal controls, and compliance data for informed decision-making.
- Excellent communication skills for stakeholder engagement, from licensees to legislative and law enforcement entities.
- Problem-solving and policy development capabilities, ensuring that audit and compliance initiatives adapt to emerging industry challenges.
- At least three years of managerial experience in regulatory compliance, audit, or related domain—ideally in the gaming or comparable industry.
- Demonstrated leadership and policy development background with diverse groups, including racing and gaming licenses, executive management, and other government and regulatory entities.
- Professional certification such as CPA, CIA, or CRMA.
- Ability to clearly document findings and management reports, and to make logical and sound decisions in critical, complex, and changing situations.
- Ability to take initiative, strong project and time management skills and the ability learn new topics quickly.
- Excellent analytical, organizational, problem-solving skills, and attention to detail. Ability to work in a fast-paced environment to support a rapidly growing department.
- Professional background demonstrating a track record of integrity and ethical business behavior, consistent with the agency’s values and mission.
- Able to work with confidential information and exercise sound judgment.
- Ability to prepare and present reports to executive leadership, governing bodies, stakeholders, or regulatory agencies.
- Ability to advise leadership and lead teams in the development and implementation of long-term regulatory or compliance initiatives or systems in a highly regulated field.
- Excellent writing, verbal, and interpersonal communication skills, including the ability to distill and present complex information plainly and succinctly.
- Advanced technical skills in MS Office Suite (PowerPoint, Word, Excel, and SharePoint) and the ability to learn appropriate software as necessary. Experience with database and reporting software preferred
Additional Considerations
- Professional Certification such as CPA (Certified Public Accountant), CIA (Certified Internal Auditor), or CRMA (Certification in Risk Management Assurance).
- Strong Project Management capabilities, including time management, prioritization, and multi-project coordination in a fast-paced environment.
- Proficiency in Technical Tools: Advanced skills in MS Office (Word, Excel, PowerPoint, SharePoint) and familiarity with database/reporting software.
- Experience Designing Long-Term Regulatory Systems: Proven track record of advising leadership, implementing large-scale compliance initiatives, and presenting findings to executive bodies.
