Virginia Peninsula Community College is a two-year institution of higher education established as a part of a statewide system of community colleges. It primarily serves the residents of the cities of Hampton, Newport News, Poquoson, and Williamsburg, and the counties of James City and York.

The EMS Faculty/Program Director position is responsible for teaching courses and providing operational management and academic administrative leadership for the Fire and Emergency Medical Services Program. Faculty must provide instruction, support, assessment, and mentorship to Virginia Peninsula Community College’s students. Faculty are required to participate in the mission and community of the college entirely. The primary emphasis will be on teaching and fulfilling the Program Director responsibilities, per the duties and responsibilities outlined below.

Teaching Load

Virginia Peninsula seeks a 12-month teaching faculty to teach a maximum of 15 credits per semester (fall/spring) and 10 credits in the summer, which may include classes at the Hampton or Historic Triangle campus and online classes: day, evening, and weekend classes. Contribute high energy, engagement, creativity, and leadership to the teaching and learning environment.

Professional Activities And Contributions

Design, develop, and assess curriculum. Serve as a faculty mentor for students and contribute to college governance and service. Collaborate in a diverse and collegial organizational culture with high standards for performance. Remain current in the academic discipline and in trends in teaching through professional development, further education, and or scholarship.

Engagement Hours

To promote the availability of faculty to work with individual students, all full-time faculty members must maintain (10) hours per week when they will be available to work with students outside of class meetings. The faculty are expected to be available to work with students on their individual academic and occupational concerns.

Program Chair Responsibilities

  • Under limited supervision, provide day-to-day leadership, management, and oversight of the Fire and EMS Education Department, faculty, staff, students, supplies, equipment, and facilities.
  • Coordinates developing, maintaining, administering, and delivering comprehensive Fire Service, Fire Protection, and Emergency Medical Services Education programs.
  • Oversees program assessment and review, continuous quality improvement, and program growth.
  • Coordinates course/program curriculum development and revision, course materials selection, and preparation of catalog changes related to the program.
  • Provides orientation, training, and supervision of EMS Lab Instructors
  • Organization and implementation of program-specific professional development activities
  • Works collaboratively with the Dean/Associate Dean on course schedules that support student-centered enrollment and instructor assignments.
  • Monitors course schedule and makes recommendations to the Dean/Associate Dean/Director on adjustments/changes to meet enrollment needs.
  • Assist the Dean with adjunct observations and evaluations.
  • Coordination of EMS and Fire Science Advisory Boards (updates, communication, scheduling/holding meetings)
  • Coordinates and/or delegates department professional development programs’ coordination, development, and delivery.
  • Makes recommendations on the recruitment, selection, and development of department/program faculty and staff.
  • Ensures all department programs, courses, and curriculums comply with applicable laws, federal, state, and local requirements, Virginia Community College Systems rules and regulations, and accreditation/designation standards/requirements.
  • Maintains accreditation with the Commission on Accreditation of Allied Health Education Programs (CAAHEP), submitting annual reports per accreditation guidelines, reviewing National Registry results, and compiling action plans to maintain defined outcomes.
  • Maintains accreditation with the Virginia Department of Health Office of EMS (OEMS), submitting annual reports per accreditation guidelines, reviewing National Registry results, and compiling action plans to maintain defined outcomes.
  • Maintains FESHE program designation, submitting required semester-end documentation and reports per requirements, guidelines, and/or upon request, reviews course results and compiles action plans to maintain defined outcomes.
  • Coordinates accreditation/designation assessments and annual report completion for all other department/program initiatives, designations, and/or recognitions, as required.
  • Serves as the liaison and representative of the College to local government, regional, state, and federal emergency services, government bodies, and regulatory agencies for all department/program/course-related matters.

Additional Activities

Additional activities include committee work, student and community activities, student advising, and professional activities, e.g., discipline-specific initiatives and program and general education assessment.

Performs other duties as assigned.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications

  • Bachelor’s Degree from a Regionally Accredited Institution of Higher Education in Public Safety (Fire, EMS, Administration of Justice, and Emergency Management), Governmental Administration, Public Administration and/or Education
  • Possess and maintain a valid Commonwealth of Virginia Paramedic Certification,
  • Possess and maintain a valid National Registry Emergency Medical Technicians Paramedic Certification
  • Possess and maintain a valid Commonwealth of Virginia Education Coordinator Certification.
  • Possess Virginia Department of Fire Programs Fire Instructor III Certification and must maintain Virginia Instructor Updates
  • Minimum three (3) years of EMS experience in either a field, facility-based, or administrative capacity
  • Minimum of three (3) years of fire service experience in either an operation, administrative, or training/professional development capacity
  • Minimum of two (2) years of instructional experience in a Virginia Office of EMS or CoAEMSP-accredited program
  • Must be able to work at all campus locations.

Specialized Knowledge

  • Knowledge of concept-based curriculum.
  • Knowledge of adult learning theory and methodologies.
  • Knowledge of program assessment principles.
  • Comprehensive knowledge of EMS education standards, curriculum development and accreditation requirements.
  • Familiar with state and national EMS regulations and certification requirements.

  • Ability to demonstrate a passion for the discipline of EMS and a commitment/belief that a diverse group of students from various backgrounds and ages, including adult learners, can learn this discipline, thus fulfilling the College’s mission to change lives and empower students to succeed.
  • Ability to adopt an organized instruction plan and use methods to measure student progress toward learning outcomes fairly.

Additional Considerations

  • Master’s Degree from a Regionally Accredited Institution of Higher Education in Public Safety (Fire, EMS, Administration of Justice, and Emergency Management), Governmental Administration, Public Administration and/or Education
  • Minimum of two (2) years of fire service instruction or course coordination experience
  • Teaching experience with online, hybrid, and/or traditional face-to-face classroom modalities in a higher education.
  • Demonstrated proficiency and experience in using instructional technologies and learning management systems (e.g., Canvas) with the ability to use technology to enhance teaching and educational experience.
  • Demonstrated ability to measure, assess and align student outcomes within courses or programs.
