The Virginia Community College System is seeking an experienced PeopleSoft Analyst/Developer to join our team of skilled application analysts and developers. In this role, you will provide technical support for enterprise applications for the 23 colleges comprising the VCCS, the System Office and the Shared Services Center. The ideal candidate will have strong expertise in PeopleSoft, including HR, Finance, and Campus Solutions modules. Depending on specific assignments, primary position responsibilities include all phases of system design and development; configuration, management, administration and performance monitoring of applications architecture and components; design, development, and support of integration technologies involving VCCS applications and applications hosted by other state agencies or contracted third-party providers; and diagnosis/remediation and support of these applications. The analyst/developer will apply a wide range of expertise in multiple business areas and technologies and will use both verbal and written communications to maintain and support the VCCS community and the ITS and VCCS mission.

This position requires individual ability to research and analyze PeopleSoft systems and process to identify development and modification needs based on business requirements. Position requires knowledge about SIS data models and standards to address concerns and provide support on PeopleSoft applications.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

    • Technical Knowledge
      • Strong understanding of software development methodologies and best practices.
      • Proficiency in multiple programming languages (e.g., Java, C#, Python, JavaScript) and relevant development frameworks.
      • Knowledge of database management systems, including SQL and NoSQL databases.
      • Familiarity with web and mobile application development.

      • Ability to analyze complex business and technical problems and propose efficient solutions.
      • Strong troubleshooting skills for identifying issues and determining effective fixes.

      • Experience in designing and implementing system architectures, ensuring scalability, security, and efficiency.
      • Knowledge of cloud computing platforms and services (e.g., AWS, Azure).

      • Ability to communicate complex technical information clearly and effectively to non-technical stakeholders.
      • Strong collaboration skills, with the ability to work in cross-functional teams.

      • Familiarity with project management tools and methodologies (e.g., Agile, Scrum, Waterfall).
      • Ability to manage time effectively, prioritize tasks, and meet deadlines.

Required Qualifications

  • Strong knowledge of the key functions of system analysis and development.
  • Experience in enterprise software, including configuration, coding, and testing methodologies.
  • Proficiency in current industry-standard programming languages (e.g., C, C , C#, COBOL, Java, JavaScript, Python, SQL).
  • Solid understanding of the software development lifecycle, including design, development, testing, and deployment.
  • Ability to participate effectively in peer reviews and inspections, including reviewing requirements documents, technical designs, functional specifications, and code.
  • Highly self-directed with strong oral and written communication skills, interpersonal skills, and organizational skills to communicate effectively across all levels of business and technical teams.
  • Ability to build strong relationships with system users and gain a deep understanding of their business needs.

Additional Considerations

  • Strong working knowledge of PeopleTools, PeopleCode, SQR, Data Mover, Application Designer, Application Engine, Query Manager, Integration Broker, Job Scheduling, BI Publisher, and PL/SQL Developer.
  • Experience with large-scale enterprise systems, including third-party system integrations.
  • 3-5 years of experience working within educational environments (K-12 or higher education).
  • Experience with HR, Finance, and Student Information Systems (SIS).
