The State Corporation Commission’s (SCC) Office of Commission Comptroller (OCC) seeks an experienced Fiscal Operations Manager interested in a rewarding public service career. This newly created position will report to the Deputy Comptroller and will be responsible for managing the performance and review of key day-to-day transaction processing, recording, and reporting as well as consolidating the SCC’s general ledger accounting system and related modules. Essential Duties & Responsibilities of the Fiscal Operations Manager Position:
- Manage daily Accounts Payable operations for timely and accurate processing.
- Research, interpret, and implement changes in accounting guidelines and requirements in accordance with the Department of Accounts (DOA), Governmental Accounting Standards Board (GASB), and other applicable authoritative sources.
- Manage balancing and reconciliation activities internally within the SCC and externally with the DOA.
- Manage quarterly accounts receivable reports and prepare cash position statements for submission to the DOA.
- Prepare journal entries (ATVs) in accordance with generally accepted accounting principles (GAAP), the CAPP manual, and other applicable authoritative guidelines and policies.
- Oversee and review compliance with the SCC’s travel policy.
- Prepare and submit to the DOA all additions and/or changes to the SCC’s leases for our office building space, equipment, and software.
- Maintain the SCC’s fixed asset information.
- Oversee, lead, support, and provide guidance and training to staff.
- Prepare and review annual financial information required by the DOA for year-end closing.
- Support all SCC divisions with audit requests, fiscal documentation, internal controls and provide guidance as needed.
- Manage projects impacting the OCC division’s automated systems, including changes and enhancements, to ensure all standards and requirements are met.
- Perform related work as required.
Qualifications
Preferred qualifications for this position include significant professional experience in accounting principles and practices including General Ledger (GL) accounting/reconciliations, accounts payable operations, and financial statement analysis. A bachelor’s degree in Accounting, Business Administration, Finance, or a related field, and a current CPA license is preferred. Experience in performance management and in key finance and accounting functions including payments processing, revenue recognition, cash management, and with other general ledger maintenance is essential. The ability to provide strategic business decision-making support to internal staff is required. An understanding of internal controls and fiscal operations of state agencies is preferred. Considerable knowledge of Generally Accepted Accounting Principles (GAAP) and/or Generally Accepted Governmental Auditing Standards (GAGAS); Sarbanes-Oxley and/or other risk and control management systems; and Generally Accepted Auditing Standards (GAAS) is critical for success. The ability to strategically manage, coach, develop, and train staff as well as carry out change management initiatives is essential. Ideal candidates will have strong presentation and communication skills both verbally and in writing; the ability to think critically, gather, and analyze information using a variety of techniques; and the ability to apply exceptional problem-solving skills. Proficiency in Microsoft Office Suite and the ability to establish and maintain effective and collaborative working relationships with SCC staff, industry personnel, and the general public is essential.
