The State Corporation Commission's (SCC) Division of Utility and Railroad Safety (URS) is seeking two safety-focused and public service-oriented Pipeline Safety Inspectors to join our team. The Pipeline Safety Inspectors will perform comprehensive field inspections of natural gas pipeline facilities and construction sites located across the Commonwealth of Virginia. When performing these field inspections, Pipeline Safety Inspectors will determine compliance with the SCC's pipeline safety regulations and the Underground Utility Damage Prevention Act. The Pipeline Safety Inspectors will also perform inspections of various programs and records to determine compliance with safety regulations. This will include maintaining paper and electronic records, preparing detailed reports, and presenting inspection findings in accordance with the division's pipeline safety program standards. The selected candidates will be required to attend and successfully complete several introductory pipeline safety courses sponsored by the federal Pipeline and Hazardous Materials Safety Administration (PHMSA). Candidates that have previously completed related PHMSA trainings may be considered at the Senior level and would be additionally tasked with leading complex investigations and inspections, providing recommendations, and providing guidance and training to other staff members. Candidates selected will be required to serve in the "on call" rotation with other qualified pipeline safety inspectors within the division. Significant travel in and out of state, both day trips and overnight, is required. Qualifications
Preferred qualifications for this position include some experience in gas or hazardous liquid pipeline safety, pipeline construction, damage prevention, and / or current PHMSA training qualifications. Without related experience, the minimum qualification for this position is a bachelor's degree in a related field. Strong verbal and written communication skills are essential for this role. The ability to conduct inspections, investigations, analyze data, and thoroughly document / report the results is also essential. The ability to comprehend and interpret complex policies, procedures, and manufacturers instructions on various material applications and operations of equipment used in the pipeline industry is critical. Candidates must have the ability to maintain effective, professional working relationships with SCC staff, industry personnel, and the general public. Knowledge in the use of a PC and related software, to include Microsoft Office applications is important. Ideal candidates will be detail-oriented with the ability to work independently and make sound decisions. Candidates must be willing and able to traverse rough terrain and travel extensively, including overnight, to conduct inspections.
To be eligible as a Senior Pipeline Safety Inspector (Grade P-11), the candidate should have completed relevant PHMSA trainings and have considerable related professional experience. The anticipated salary range for a Senior Pipeline Safety Inspector is $69,200 - $80,000.
To be eligible as an entry-level / early career Pipeline Safety Inspector, the minimum requirement is a bachelor's degree in a related field and / or some related professional experience. The anticipated salary range for a Pipeline Safety Inspector (Grade P-7 or P-9) is $52,000 - $68,000.
