Policy Manager
Anticipated Starting Hourly Rate: $86,000 - $110,000
Starting Rate Commensurate with Qualifications and Experience
The Virginia State Corporation Commission’s (SCC) Health Benefit Exchange (HBE) Division seeks an experienced Policy Manager to oversee, coordinate, and manage the complex healthcare policy work of the HBE’s policy team. The Policy Manager will work under the direction of the HBE’s Deputy Director of External Affairs and Policy (“Deputy Director”) to support the division’s policy efforts and promote quality and consistent work. This position will have some telework opportunities available.
Responsibilities of the Policy Manager position will include the following:
- Manage, develop, evaluate, and train HBE policy staff.
- Maintain compliance with state and federal policies and stay current on policy updates.
- Oversee the process of drafting and maintaining the HBE Policy Manual to ensure the manual is up to date with changes to federal and state regulations.
- Ensure consistency of information across all policy documentation and materials.
- Collaborate on policy decisions that influence the development of regulations, the HBE Policy Manual, the Agent/Assister Training Manual, and the HBE’s platform operations.
- Lead engagements with the HBE Advisory Committee and prepare for their quarterly meetings.
- Oversee the HBE division’s activity during the General Assembly session, including identifying and tracking relevant bill activity and managing the internal comment form process.
- Manage activities related to interim General Assembly committees, such as the Health Insurance Reform Commission, the Joint Commission on Health Care, Joint HHR Oversight Committee, and others as required.
- Anticipate needs, propose innovations, recommend policies, and implement strategic decision-making.
- Lead the HBE policy team’s engagement and participation in external workgroups.
- Oversee constituent services work with state and federal legislative offices.
- Coordinate with the Deputy Director and collaborate with HBE managers on relevant policy activities and developments.
- Oversee policy updates and maintenance of the HBE’s Knowledgebase articles, ensuring alignment with the HBE’s Policy Manual and other related communications.
- Coordinate the policy team’s contributions and participate in the development of the Insurance Marketplace’s platform notices.
- Perform other related duties as assigned.
Preferred Qualifications
- Preferred qualifications for this position include significant professional experience in health insurance policy and legislation development, experience leading a small team, and knowledge of the Affordable Care Act.
- A bachelor’s or master’s degree in public relations, public health, or a related field is preferred.
- Experience with understanding, interpreting, and communicating federal regulations related to health insurance.
- Ability to strategically lead, manage, coach, develop, train, and evaluate staff.
- Ability to adapt to a continuously changing environment, handle multiple competing priorities, and work both independently and with a team in a fast-paced environment.
- Strong critical thinking, problem solving, and organizational skills.
- Strong interpersonal, verbal, and written communication skills, as well as the ability to think strategically and apply thoughtful recommendations.
- Ability to apply sound judgement and maintain confidentiality when handling sensitive information.
- Ability to establish and maintain effective working relationships with SCC staff, state and federal partners, industry personnel, and members of the public is critical for success.
