Position Overview
We are seeking a seasoned Business Analysts (Level III) with 8 years of experience to support critical business operations and system development efforts. These professionals will act as a liaison between technical teams and stakeholders, gathering requirements, mapping business processes, and ensuring alignment between business goals and IT capabilities.
This role is ideal for senior-level analysts who have a strong foundation in Texas Vital Statistics, project planning, data analysis, and stakeholder communication, and who can handle complex systems and lead solution-oriented discussions. You will contribute across the project development lifecycle—from planning and requirements gathering to testing and user adoption.
Key Responsibilities
- Analyze and document business processes and requirements.
- Develop use cases, process flows, data mappings, and technical documentation.
- Facilitate meetings with stakeholders, technical teams, and leadership.
- Support or lead system and user acceptance testing using tools like JIRA or HP ALM.
- Translate laws and procedures into functional requirements and actionable plans.
- Prepare accurate and concise reports for management review.
- Create project work plans, timelines, and accurate work estimates.
- Mentor junior analysts and facilitate alignment among cross-functional teams.
- Support system integration efforts, process reengineering, and system enhancements.
- Collaborate in disaster response or continuity of operations support when needed.
Minimum Requirements
- 8 years of experience with Texas Vital Statistics laws, policies, and procedures.
- 8 years of hands-on experience with Microsoft Office Suite (Word, Excel, PowerPoint, Project, Visio).
- 8 years in project planning, organization, and business analysis methodologies.
- Strong written and verbal communication skills.
- Proven ability to manage small to medium-sized projects independently.
- Ability to develop detailed project documentation and facilitate stakeholder alignment.
- Experience producing accurate work estimates and monitoring progress.
