What are the responsibilities and job description for the Senior Acquisition Analyst position at VISTA Technology Services Inc.?
VISTA Technology Services, Inc. (VISTA) is currently seeking a Senior Acquisition Analyst to support our NAVSEA customer located in Washington, DC. This is a hybrid position reporting onsite 3-5 days a week.
The ideal candidate will be self-motivated, results-oriented, and have experience supporting pre-award ACAT I acquisition life cycle stages in tracking, analyzing, and coordinating acquisition requirements and documentation packages.
Responsibilities:
The Senior Acquisition Analyst will support an Acquisition Program Office Team and will develop acquisition strategies and plans for ACAT I, ACAT II, and non-ACAT ship acquisition programs. Additional responsibilities include:
- Assist the Program Office with determining appropriate acquisition approaches based on Adaptive Acquisition Framework (AAF), and execute requirements in compliance with DoD 5000 series policies and instructions.
- Research, analyze, assess, and coordinate acquisition program documentation including capabilities development and documentation, acquisition strategy (AS), acquisition program baseline, acquisition decision memorandum, and Plan of Action and Milestones (POA&M).
- Serve as subject matter expert pertaining to developing acquisition documentation including: acquisition plans, requirements, Concept of Operations (CONOPs), product support strategy, test strategy, drafting and/or reviewing Request for Proposals (RFPs), drafting Statements of Work (SOWs), proposal/bid assessment, soliciting all communications associated with awarding a contract, and managing the review/organization of Contract Data Requirements List (CDRL) deliveries.
- Facilitate multi-functional team document reviews in a hybrid environment across specializations such as engineering, tech maturation, logistics, etc.
- Build relationships with program acquisition team and external stakeholders to facilitate decisions and effectiveness.
- Track action items and comments to acquisition documentation to closure.
- Identify risks and develop resolutions to meet project/program goals and objectives.
- Provide status updates and briefs for program leadership and external stakeholders.
- Provide data collection, analysis, and documentation management associated with acquisition development, award, and execution.
- Manage and prioritize multiple tasks and work independently as well as with a team in a fast-paced environment.
Basic Qualifications:
- Bachelor’s Degree AND 10 years of DoD acquisition experience; 15 years of experience will be considered in lieu of a degree
- Experience with DoD Acquisition Category (ACAT) ACAT I, ACAT II, and non-ACAT/component of ship acquisition programs
- Experience drafting acquisition documentation including Acquisition Strategy (AS), Acquisition Plans (AP), Statements of Work (SOW), Justification Agreement (JA)
- Experience with applicable statutory and regulatory milestone and decision point information requirements e.g. DoD Instruction 5000.85, Major Capability Acquisition (MCA), Department of Navy (DoN) SECNAV Instruction 5000.2G, Department of the Navy Implementation of the Defense Acquisition System and the Adaptative Acquisition Framework (AAF)
- Knowledgeable with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
- Experience with pre-award acquisition including Capability Decision Documents (CDD)
- Understanding of CDRL management and requirement package process, referred to in NAVSEA as Purchase Requests
- Proficient using MS Office (Word, Excel, PowerPoint, Project and SharePoint)
- Experience with utilizing MS Project and VISIO for milestone and Gantt charts
- Detail-oriented and able to assess issues and develop resolutions to meet project/program goals and objectives
- Strong organization and time management skills to effectively manage multiple tasks
- Proven ability to work tasks independently as well as with a team
- Strong communication and technical writing skills
- Experience supporting a NAVSEA Acquisition Program Office strongly desired
- Active DoD Secret Clearance
Salary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $110,000.00 to $155,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees. This position will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
