This position will support the United States Cyber Command (USCYBERCOM) Joint Operations Center (JOC) and Special Programs with professional services and operational readiness for the USCYBERCOM mission.

DUTIES AND RESPONSIBILITIES:
The Information Operations Planner Level III will provide Special Technical Operations (STO) / Special Access Programs (SAP) and Information Operations (IO) Integration as follows:
- Draft Information Operations Plans and Information Operations CONOPs, Military Deception (MILDEC) plans, CONOPs, Concepts of Employment (CONEMPs), and other official documents or correspondence related to Information Operations.
- Provide Security Support that serves to strengthen and safeguard USCYBERCOM information, people, and facilities by assisting in the management of personnel security processes and programs. This encompasses a wide variety of personnel security functions as it relates to the in-processing and out-processing command affiliates for the command Alternative Compensatory Control Measures and Integrated Special Technical Operations STO/SAPs.
- Schedule, reserve, and coordinate meetings, audiovisual and telecommunication sessions to conduct security training, review and approve presentations and answer RFIs and program indoctrinations.
- Directly support full-spectrum cyberspace operations and exercises by integrating STO/SAP capabilities at the strategic level to deter or defeat strategic threats to U.S. interests and infrastructure and ensure DOD mission assurance.
- Provide technical expertise, develop, and apply policy, identify, and measure key areas of performance, and provide analysis and recommendations on course of action regarding the effectiveness of cyberspace operations.
- Assist in the integration of STO, SAP, and information operations capabilities into cyberspace CONOPs, CONEMPs, and other official documents or correspondence.
- Support STO/SAP operations in the Command’s WMS or any data management system designated by the government to track STO/SAP actions.
- Facilitate Information Operations and MILDEC training to USCYBERCOM and Partner Allies.
QUALIFICATIONS:
Security Clearance: TS/SCI/CI Poly
Education: Bachelor’s degree (Additional four (4) years of job-related military performing SAP/STO planning experience may be substituted for education requirement).
- Desired: Specialized education in military joint operations planning through the JPME II from a CJCS-accredited joint education program listed in CJCSI 1800.01E (The JIOPC, or other similar military operations planning courses, may be substituted for JPME II)
Experience: Minimum of 10 years of experience to include:
- Serving as Joint Operations Planner (four (4) years of planning experience may be substituted with completion of an advanced service planner school (SAMS, SAASS, JAWS, etc.).
- Working knowledge of the JPP, JOPES, and APEX planning formats and guidance.
- Leading and participating in JPGs and OPG/OPT developing and integrating cyber capabilities into plans, and in support of Combatant Commands.
- Supporting Commander planning efforts.
- Coordinating cyberspace operations planning activities through the Integrated Joint Special Technical Operations (IJSTO) to include Evaluation Request and Response Messages, and SAP procedures.
- Using advanced technical planning methodologies and applications in all phases of military operations, providing analytical expertise and expert knowledge of operational design, Joint Operation Planning, and APEX.
- Establishing joint operations planning objectives in support of combat and contingency operations without supervision.
- Coordinating the development of cyberspace operations plans, contingency plans, CONOPs, and orders.
- Providing technical expertise to include all phases and steps of the Joint Planning Process and APEX activities.
