Vistra seeks a Senior Web Knowledge Manager to provide Strategic Communication support to the Department of the Army’s Office of the Chief of Public Affairs and the Department of Defense (DOD) Public Affairs. 


This key contract position involves developing, organizing, and optimizing KM initiatives, supporting senior Army leadership in enhancing the effectiveness of communications products, and ensuring the highest possible utility of KM tools across OCPA. The position requires a deep understanding of knowledge-sharing technologies and their integration into Army communications, as well as a commitment to promoting collaboration and information access across the organization.


  Knowledge Management Program Development 

  • Assist in the development and execution of the OCPA KM program as part of the Vistra/OCPA team, supporting strategic communication initiatives to maximize efficiency and reach. 
  • Work with Army senior leadership to develop KM project initiatives and strategies that align with and support OCPA’s mission and strategic objectives. 
  • Provide technical guidance and recommendations on KM approaches, including best practices for information capture, storage, retrieval, and distribution within OCPA. 

KM Systems and Technology Integration 

  • Leverage advanced network and telecommunications technologies to enable swift and reliable access to KM resources for all OCPA personnel through online internet, intranet, and network channels. 
  • Proactively seek and incorporate knowledge resources from across the Department of the Army and Department of Defense (DoD) to create a comprehensive and collaborative KM environment. 
  • Act as a Site Administrator for SharePoint, managing site content, researching software capabilities, and identifying innovative solutions to support knowledge sharing across OCPA. 

Strategic Content Management 

  • Develop, maintain, and enhance the Electronic Document Repository, ensuring efficient knowledge dissemination and ease of access for OCPA users. 
  • Design knowledge content structure to facilitate seamless sharing, control, and accessibility, providing recommendations on KM policies and procedures to ensure effective information flow. 
  • Coordinate with OCPA teams to ensure intranet sites are up-to-date, strategically relevant, and aligned with DoD and DA guidance. 

Subject Matter Expert (SME) Integration and Community Building 

  • Implement processes for identifying and validating Subject Matter Experts (SMEs) within the OCPA community, fostering an environment of continuous learning and knowledge sharing. 
  • Champion and coach online knowledge communities within OCPA to support collaboration, best practices sharing, and innovation in knowledge management. 
  • Facilitate SME engagement in KM programs to drive the continuous improvement of knowledge-sharing processes and strategic alignment. 

Support for Strategic Planning and Reporting 

  • Support OCPA’s Strategic Planning function by managing Balanced Scorecard data, ensuring accurate collection, storage, retrieval, and reporting to guide strategic decisions. 
  • Collaborate with OCPA teams on strategic initiatives and KM project planning, recommending enhancements to KM processes that align with evolving Army mission requirements. 
  • Actively assess KM program performance and provide insights to improve resource allocation, responsiveness, and alignment with strategic objectives. 

Requirements

Education/Experience: 

  • Bachelor’s degree in information technology, library sciences, knowledge management, communications, or a related field. Advanced degree or specialized training in knowledge management or strategic communications preferred.  5 years demonstrated strategic/tactical/media communication level experience within the last 10 years. 

Experience: 

  • Demonstrated experience in knowledge management, with specific expertise in KM system design, information sharing technologies, and program development within a large organization or government setting. 
  • Strong background in SharePoint administration, electronic document management, and strategic content organization. 
  • Familiarity with the DOD and DOD systems preferred. 

Skills: 

  • Technical Knowledge: Proficiency in KM tools, SharePoint, and database management, with an understanding of information architecture best practices. 
  • Analytical Abilities: Strong analytical skills to evaluate KM program performance, identify opportunities for improvement, and integrate strategic communications into KM plans. 
  • Communication and Interpersonal Skills: Ability to communicate technical information clearly to senior leadership and cross-functional teams and foster collaboration within KM communities. 

Additional Requirements 

  • Ability to work in a fast-paced, high-security environment, with flexibility to adapt to changing project priorities and Army mission requirements. 
  • Understanding of DoD and Department of the Army guidance on KM practices and strategic communication priorities.
