Oversees the overall provision of Human Resources services, policies, and programs for the entire company. This position is responsible for performing HR-related duties at a professional level while also establishing the foundation for a future HR Director role. In addition to managing day-to-day operations (benefits administration, employee relations, training, onboarding, etc.), the role requires a proactive, innovative mindset focused on streamlining processes and driving strategic HR initiatives.
MAJOR DUTIES AND RESPONSIBILITIES
- Timely response to unemployment claims, employment verifications, and subpoenas.
- Ensure all employee credentials (licensing, CPR, etc.) are current via regular monthly audits.
- Process workman’s comp claims and required office staff screenings (yearly EMR report, MVRs, etc.) in a timely manner.
- Oversee the HR department, ensuring all HR staff comply with policies and procedures.
- Support managers in all HR-related areas, including policies, employment law, and best practices.
- Drive Strategic HR Initiatives: Identify, design, and lead projects that streamline HR processes and improve overall efficiency, including optimizing our HRIS (Paycor).
- Collaborate with senior leadership to align HR strategies with organizational goals.
- Conduct employee relations counseling, exit interviews, disciplinary procedures, and assist with terminations.
- Maintain accurate HR documentation through ongoing audits and staff training on policies and procedures.
- Assist in the analysis and evaluation of HR-related reports to inform strategic decision-making.
- Research and recommend updates to HR policies, procedures, and systems for continual improvement.
- Maintain and update key systems: HRIS, Applicant Tracking System (ATS), benefits management, onboarding/offboarding, payroll, and time and attendance.
- Coordinate HR department meetings, including setting agendas, recording minutes, and tracking action items.
- Ensure compliance with HR policies, procedures, and all relevant federal and state regulations.
- Participate in quarterly employee evaluations and update the company organizational chart monthly.
- Manage office staff new hire onboarding and background screenings (CIA, OIG, Sex Offender, EMR) with proper documentation.
- Investigate and document employee complaints; assist with OSHA log maintenance and posting requirements.
- Process credit/debit card loads for checks cut outside of normal payroll procedures.
- Update the HR standard operating procedures (SOPs) and assist with the annual audit of job descriptions.
- Conduct HR staff interviews and make hiring recommendations.
- Provide guidance to employees regarding benefits, payroll, policies, and procedures.
- Serve as a mentor and change agent within the HR function, fostering innovation and continuous improvement.
EXPECTED HOURS OF WORK
This is a full-time, exempt position. The standard work schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m. Extended hours and weekend work may be required as needed.

PREFERRED EDUCATION AND EXPERIENCE
- Bachelor’s degree in Human Resource Management or a related field.
- HR Certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) preferred.
- Three to five years of progressive HR experience, with a focus on process improvement and project management.
- Experience with HRIS systems (experience with Paycor is a plus).
- Experience in pediatric home health care is preferred.
ADDITIONAL ELIGIBILITY REQUIREMENTS
- In-depth knowledge of laws and government regulations affecting personnel management.
- Exceptional verbal and written communication skills to explain complex and confidential information.
- Proven ability to provide effective guidance, counsel, and influence at all levels of the organization.
- Strong analytical skills with a demonstrated ability to leverage data in decision-making.
- Proven project management skills with a track record of designing and implementing process improvements.
- A proactive, innovative mindset with a readiness to drive strategic HR change.
- Ability to work independently with minimal supervision while maintaining a high level of confidentiality.
- Proficient in Microsoft Office Suite.
