Position Overview:
Talent Acquisition and Engagement Specialist manages the agency's recruitment process, including collaborating with hiring managers, developing job descriptions, sourcing candidates, and training managers on hiring best practices. The position also focuses on enhancing employee engagement and contributing to a positive work culture to support long-term retention. In addition, this position manages assigned HR systems and processes by documenting, maintaining, administering, and tracking related data, workflows, and talent acquisition metrics.
Essential Job Functions:
1. Collaborate with hiring managers and leaders on a regular basis to oversee the sourcing, interviewing, hiring, and onboarding.
2. Develop and implement recruitment strategies, including creating job postings and descriptions, attracting candidates through various channels (social media, career fairs, etc.) and identifying current and future hiring needs.
3. Train hiring managers on effective, interviewing, hiring, and onboarding processes.
4. Assist with the recruiting process as requested/needed.
5. Develop and implement a social media recruitment strategy, including posting job openings and promoting the agency as an employer of choice. Collaborate with the External Relations Team to promote the agency’s employer brand and enhance its reputation as a “Great Place To Work ™” through various channels and initiatives.
6. Manage relationships with colleges, universities, online recruitment platforms to build a pipeline of potential candidates. May help negotiate and oversee contracts with recruitment agency and temporary staffing services.
7. Facilitate monthly agency orientation meetings for new hires, introducing them to the agency’s mission, values and culture. Support the onboarding process, ensuring a smooth transition and positive initial experience.
8. Research, analyze, propose, implement and/or administer strategies and activities to strengthen agency’s recruitment, climate and culture. Help reinforce and integrate the culture and shared values across the candidate and employee lifecycles.
9. Administer the annual employee engagement survey (“Great place To Work”) in collaboration with the External Relations Team.
10. Report to VP of Human Resources, serve as a key member of the HR Team and agency’s administration. Participate in developing HR department goals, objectives, and systems. Research, recommend and implement new approaches, policies, and automation/process improvement initiatives.
11. Document, maintain and administer active data and workflows related to assigned areas of responsibility, including processes within the HRIS and related systems. Ensure compliance with federal, state, and local employment laws and regulations, and company policies and business best practices.
12. Track, analyze, and report talent acquisition metrics. Assist with tracking and reporting of human resources metrics and data.
13. Assist with other HR projects as needed.
14. Perform other duties as required and assigned.
Education, Experience, and Qualifications:
1. Bachelor’s degree in human resource management or a related field or equivalent experience is preferred.
2. Experience in recruiting, managing all phases of the talent acquisition process and employee life cycle, including onboarding and employee relations.
3. Excellent verbal and written communication skills.
4. Excellent interpersonal skills and ability to form lasting relationships.
5. Excellent organizational, time, and project management skills.
6. Tech-savvy with strong Microsoft Office skills and experience with HR technology.
7. Ability to work independently and as a member of a team.
8. Strong interest in human resources and a drive to make a difference.
9. Ability to be innovative and creative in approach to work.
10. Valid Maine driver’s license, good driving record, and a reliable vehicle required.

Pay: $50,000.00 - $60,000.00 per year
