Position Title: Compliance and Quality Assurance Officer Reports to: Senior Vice President of Agency Advancement Exempt/Non-Exempt Status: Exempt Pay range: $70,000-$85,000 ORGANIZATIONAL MISSION: At Volunteers of America, we are dedicated to restoring hope, dignity, and a sense of belonging for people facing challenges. GENERAL FUNCTIONS: This position is responsible for the quality assurance/compliance functions of program operations. This position ensures compliance with all accreditations, licensure, and contractual obligations of all agency programs. Ensures that the agency operates within legal and ethical boundaries by monitoring adherence to all applicable laws, regulations, and internal policies, identifying potential compliance risks, and implementing strategies to mitigate them, often including internal audits, developing compliance training programs, and reporting violations to management and regulatory bodies when necessary. The position also oversees internal agency investigations in partnership with human resources. Based on program/department needs, your schedule may be subject to change. Scope of Duties: 1. Interact (verbally and non-verbally) with all clients, staff and community members with respect and courtesy. 2. Attend and participate in regularly scheduled staff meetings, supervisory conferences, training sessions and other meetings as requested. 3. Maintain client and staff confidentiality in compliance with Administrative Policies and Procedures and Program Policies and Procedures. 4. Have full working knowledge of accreditation and licensure standards required of programs including but not limited to; Housing and Urban Development (HUD), Bureau of Prisons (BOP), Office of Children and Family services (OCFS) and the Child and Adult Care Food program (CACFP). Continuous Quality Improvement by achieving certification as the agency CARF-Business Practices surveyor and the agency ACA surveyor. Become subject matter expert on the three main types of accreditations: national, regional and specialized. 5. Ensure the facilitation of the accreditation process including communications with accreditation body and establishing schedule with program staff to meet accreditation deadlines. 6. Become certified as the agency Prison Rape Elimination Act (PREA) Coordinator and coordinate all PREA audits and compliance efforts, conducting all investigations as required, and complete the annual report for publication on the agency website. 7. Prepare and distribute continuous quality improvement reports by collecting, analyzing and summarizing information and trends. This includes all administrative incident reports and client grievances. 8. Draft policy and procedures in accordance with accreditation standards, licensure requirements, contract obligations, or changes in law and submit to the SVP of Programs and SVP of Agency Advancement for approval. This includes all program policy and procedure manuals and the administrative policy and procedure manual. 9. Ensure manuals, client handbooks, and intake packets for licensed and accredited programs as well as the Administrative Policy and Procedure Manual are updated and distributed annually. 10. Ensure adherence to accreditation standards, licensure requirements, contract obligations, or changes in law through development of a quality assurance plan approved by Executive Leadership. 11. Ensure compliance through monthly inspections of licensed, accredited, and contracted programs. 12. Develop and maintain an evidence of compliance binder for all applicable programs and create corrective action plans for programs failing standards. 13. Develop and maintain a compliance calendar for staff credentials and clearances. 14. Serve as Corporate Compliance Officer. Prepare annual report to CEO and Board of Directors of all efforts related to corporate compliance. 15. Arrange, participate in, and implement, as directed, conferences and committee meetings. 16. Perform assigned duties as it relates to Volunteers of America chartering standards. 17. Responsible for completion of OSHA 300 logs 18. Responsible for monitoring and assisting the SVP of Operations and VP of Human Resources on incident reporting and root cause analyses 19. Conducts internal investigations seeking to establish the facts so that, if wrongdoing has occurred, the reasons for it can be identified and steps taken to prevent it from occurring again. 20. Perform other duties as assigned. CREDENTIALS/ABILITIES The Employee in this position must have a master’s degree from accredited college and 2 years’ experience in a relevant field or a bachelor’s degree with 5 years of relevant experience. Must have the ability to work with and assist a wide range of individuals in a variety of situations. Must have excellent computer skills and excellent communication skills, both verbally and in writing, as well as excellent organizational skills. Must possess a valid NYS driver’s license and meet agency driving standards. Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction, and having the ability to receive detailed information through oral communication, and making fine discriminations in sound. The employee must be able to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. The employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.
