Position Summary
Lead the Youth Homeless Services Division in providing high-quality services focused on housing, prevention, and stabilization for youth experiencing homelessness. Ensure clients receive the support and resources they need to achieve stability and long-term success. Oversee all aspects of program operations, including staffing, budget management, community relations with funders, compliance with licensure and contract requirements, and program development.
Essential Duties
- Provide oversight, hire, train, and consistently supervise the best possible program management staff, including program managers and directors.
- Ensure program budgets are built, maintained, and followed to appropriately meet outcomes and to attract and retain high quality staff.
- Assist program management teams in creating and delivering to the highest client outcomes as defined within program contracts and developed by staff.
- Maintain programs within licensing standards and contract compliance and ensure programs understand their contracts and are accountable for fulfilling all requirements of those contracts.
- Ensure best practices and approaches in working with youth experiencing homelessness are included in program development and trained within programs, including but not limited to Trauma-Informed Care, Housing First, Positive Youth Development, Safety and Harm Reduction approaches.
- Provide direction and support for consistent client services in accordance with the program policy and procedure manuals and the organization’s mission.
- Provide weekly supervision of direct reports and on-call support to Program Directors regarding crises.
- Work with the program management staff to resolve disputes, complaints, and grievances between staff and/or clients.
- In coordination with the development department and senior agency management, build and maintain positive working relationships with government partners and service providers in the area to work collaboratively and enhance program services for clients.
- Represent the organization in meetings and community committees related to youth homelessness and build and maintain strong relationships with community providers and organizations that impact client services and care.
- Maintain quality programming through regular review of program procedures and other practices, including assuring correct levels of clinical supervision for all levels of clinical staff.
- Attend work on a regular and predictable basis.
Secondary Duties
- Identify and address special needs (pregnant, IV/IM users, dual diagnosis, at high risk for infectious disease) and work with the YRC team to provide and/or coordinate community services when needed.
- Make management decisions based on policy.
- Assist in coaching and training all program staff.
- Implement activities required to maintain clean well-organized facilities, meaningful activities for clients and appropriate levels of staff involvement with clients.
- Participate in fundraising efforts including grant writing to support the division.
- Perform other functions as necessary or assigned.

Masters degree in social service field or any combination of education, experience, and training which provides the following knowledge, skills and abilities:
- Supervisory and administrative experience in a social services setting; 3 years preferred.
- Program development, budget management and development experience.
- Knowledge of mental health practices preferred.
- Excellent organizational skills
- Proficiency in Microsoft Office, database software and other software and platforms as needed.
- Ability to uphold professional boundaries, confidentiality regulations, agency policies and procedures. Interact in a professional manner with a diverse workforce, clients, and the public.
- Ability to effectively coordinate, network and work with staff from other agencies.
- Willingness to accept supervision and direction.
- Must be at least 21 years of age, possess a current driver’s license, have a good driving record and be insurable on the agency’s liability policy.
- Pass a pre-employment drug screen and Utah DHS – Office of Licensing background screening.
- CPR and First Aid Certification or willingness to become certified.
