Major Functions

The County of Volusia is seeking a Supervisor III for the Solid Waste Division. This position is located in Port Orange, Florida, and will be responsible for the supervision, work coordination, and scheduling of major groups of maintenance and/or equipment operator workers at the Tomoka Landfill.

***This position works four (4) ten (10) hour days which will include Saturday***

*** The hiring rate for this position is $20.53 hourly plus a $1.50 per hour incentive for regular and overtime worked (not included in the base wage) ***

Illustrative Duties

  • Supervises subordinate Equipment Operator IIIs and Sr. Maintenance Workers.
  • Instructs and evaluates subordinate employees in proper work methods and practices.
  • Responsible for the work of crew(s) including skilled, semi-skilled and unskilled employees, engaged in the construction and maintenance of solid waste activities.
  • Reads blueprints for proper construction of projects.
  • Determines the type of equipment to be used for the project and how long it will take to complete the project.
  • Makes job site inspections prior to scheduling work to ascertain working conditions and manpower, materials, and equipment needs.
  • Determines crew size and types of workers needed.
  • Works with supervisor on budget estimates of materials, supplies and equipment.
  • Submits requests for equipment and materials.
  • Instructs and evaluates subordinate employees on all types of equipment.
  • Gives instructions and advice on difficult problems.
  • Evaluates employees work performance and counsels on improvement.
  • Makes work crew assignments.
  • Works with supervisor in preparing weekly work schedules.
  • Responds to and coordinates complaints or requests from the public, organizations, or other governmental agencies.
  • Studies existing practices and procedures to ascertain methods of improving construction, repairing, and maintenance work.
  • Implements and enforces safety procedures on the job or worksites.
  • Assists supervisor in overall management of activity/section of responsibility. May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Minimum Requirements

Graduation from high school or possession of a GED and five (5) years' experience supervising, coordinating and scheduling employees engaged in construction, maintenance.

A Florida CDL will be required within six (6) months of appointment.

A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Must possess and maintain a valid Florida driver’s license at time of hire.

Knowledge, Skills & Abilities

  • Knowledge of the solid waste industry, equipment and operations.
  • Knowledge of methods, operating rules and types of equipment used in solid waste applications.
  • Ability to read working diagrams, schedules, and blueprints.
  • Ability to understand and follow the County Merit System Regulations.
  • Ability to keep records and prepare reports.
  • Ability to understand, interpret and effectively carry out written and oral instructions.
  • Ability to analyze current working practices and make recommendations to improve them.
  • Ability to manage a major construction and/or maintenance unit.
  • Ability to coordinate many work crews on projects. Knowledge of effective supervisory practices and techniques and personnel management.
  • Ability to plan, schedule, and supervise equipment and personnel.
  • Ability to supervise effectively.
  • Ability to express ideas clearly and concisely, orally and in writing to groups and individuals.
  • Ability to respond to emergency situations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Ability to work under stressful conditions.
  • Ability to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.

ADA Requirements

Mental Demands: Ability to read and comprehend reports, blueprints, safety instructions, memos, reports, financial statements. Ability to write instructions, directions, procedures, memos, reports. Ability to perform shop math. Abilit to speak clearly and concisely relaying information to workers and laymen. Ability to identify and resolve problems. Ability to analyze data and develop conclusions.

Physical Demands: Ability to lift, carry, push and pull 20 pounds. Ability to see, talk, hear, stand, walk, bend, smell, grasp, handle, feel and twist. Visual acuity (peripheral vision, depth perception, color acuity) necessary to operate a motorized vehicle. Must be able to traverse uneven/underdeveloped/wet terrain.

Environmental Demands: Inside and outside work. Ability to tolerate inclement weather including rain, humidity, heat and cold. May be exposed to chemicals, insects, vermin, dust, fumes, odors, noise, dust, uneven/underdeveloped/wet terrain.
