What will you do as an Operations Technology Manager?
This position supports and leads business development and improvement projects in existing and new locations. The scope of works captures the development of and support of Automation Upgrades and Life Cycle Management in a liquids and gas terminal setting. This position leads and guides terminals in the development of a Life Cycle Management systems and/or upgrade of
automation/process control projects including project planning activities, development of technical designs and functional specifications.

There will be exposure to various chemicals and compounds, including fumes and smells, some of them hazardous. The employee may enter confined spaces and work in elevated environments. The Employee must be able to wear PPE required by the location. General office noise may be experienced and louder sounds and vibrations when outside. The noise level in the work environment is usually moderate. All environments are safe with appropriate PPE.

While performing the duties of this job, the employee is regularly required to walk, sit, speak and hear. The employee is required to stand, use hands to finger, handle, or feel; reach with hands and arms; the employee may be required, on occasion, to climb or balance, stoop, kneel, or crouch. - Must possess or be able to obtain a TWIC (Transportation Worker Identification Credential) as required by the Maritime Transportation Security Act.
- 4-year college degree in Engineering from an accredited university
- Advanced degree in technical or business field preferred
- 3-6 years’ of experience in automation, instrumentation, and controls in the petrochemical, refining and/or storage in the oil & gas industries.
- General knowledge and understanding of DCS, SIS, PLC and Scada based controls.
- Project management experience, preferably in a chemical storage or processing plant is a pre.
- Ability to multi-task
- Experience working in a safety-critical environment; strong understanding of health, safety,
- environmental, and security principles
- Knowledge of Company health, safety, and environmental policies and procedures
- Experience working with Federal, state and local environmental regulations including RCRA
- Ability to translate technical plans into easy-to-understand laymen’s terms and communicate such translations in clear terminology; experience working with government documents
- Excellent computer skills including Microsoft Office suite, Google Suite, various email and internet programs and applications; computer-based design experience preferred
- Excellent English communication skills, both oral and written; listening skills; experience creating and delivering presentations, Knowledge of the Spanish language is preferred
- Knowledge of the business activities and processes in terminal operations preferred
- Knowledge of planning and scheduling processes
- Knowledge of Distributed Control Systems and batch automation packages
- Knowledge of Tank Gauging Systems and associated industry standards
- Ability to manage semi-complex stakeholder environment

Your Core Responsibilities Are
- Abides by all safety procedures and practices applicable to location and position; participates in appropriate safety training; demonstrates commitment to and support of SH&E principles and values; champions safety as necessary
- Coordinates all Automation related technical and engineering matters between the terminal, technical and/or engineering personnel
- Join and support the (local) project teams with the initial objective to migrate PLC-based controls to a DCS/SIS environment. In time, take project ownership and take the lead in upgrading the Maintenance & Technical monitoring of the implemented DCS operating systems
- (Life Cycle Management), as well as spearheading all future upgrades and other automation projects.
- Supports in reviewing Control System Block Diagrams, Network Diagrams, I/O Lists, Instrument Index, Instrument Data Sheets, Range/Alarm/Trip/Shutdown Schedules, Control and Safeguarding Narratives, Cause & Effects, Logix Matrix, DCS/HMI Screens, Complex Loop Narratives and Hardware/Software/Configuration guides.
- Supports project teams in developing automation strategies and defining the scope of works based on the Vopak automation blueprint.

- Support local team in preparing project scope, justification, cost estimates and return on investment evaluations, and lead in obtaining required expenditure approvals for implementation of the planned project stages.
- Accountable for engineering, maintaining and improving control systems within the Division.
- Ensure the reliability and availability of control systems by monitoring the system hardware, software and scheduling preventive maintenance actions and upgrades as needed.
- Adopt agreed process improvements in the automation designs
- Embed agreed process improvements in the terminal implementation plan
- Train operators and maintenance personnel as needed for new or modified existing controls.
- Attend various vendor equipment training classes, and remain current with all upgrades and new equipment.
