Job Summary
The GIS Analyst will support the Communication Discussion Support System (CDSS) services for Naval Computer and Telecommunications Station (NCTS) Guam, Base Communications Office (BCO) in Guam. This position will provide GIS support and expertise for the collection, analysis, management, and cartographic output of geospatial data and applications. This position will develop and maintain database, data archiving and backup program. Will generate, adopt, and work with Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) data and associated models. Individuals will also develop and implement POAs and level of actions or introduce new technologies and/or processes to improve workflows.
As with any position, additional expectations exist. Some of these are, but are not limited to, adhering to normal working hours, meeting deadlines, following company policies as outlined by the Employee Handbook, communicating regularly with assigned supervisor(s), and staying focused on the assigned tasks including company meetings, and completing other tasks as assigned.
Responsibilities
- Perform data source identification and collection as well as artifact identification and notation of relevant information.
- Perform data cleanup, gathering project requirements, draft technical documentation
- Provide data analysis and software development leveraging technology to enhance efficiency and productivity.
- Compare versions of the standard SDSFIE data model to determine where any differences exist towards version updates.
- Create new empty databases containing updated versions of the SDSFIE data model and develop scripts toward the migration of data.
- Perform analysis of existing documentation to determine where documentation updates are required.
- Map existing to new and populate SDSFIE database built upon updated/new version of the standard SDSFIE data model.
- Review project requirements and recommend appropriate hardware and/or software configurations.
- Install, configure, test, troubleshoot, and performance tune ArcGIS for Server-based Enterprise GIS Solutions.
- Explain technical issues and solutions to audiences of widely varying technical abilities clearly and patiently.
- Write clear and sometimes extensive user and administrator documentation, training materials and technical portions of project proposals, with limited need for editing.
Basic Qualifications
- A degree in computer science, programming, information systems, or a related field (or actively pursuing a degree.)
- Experience with Esri / ArcGIS software (Desktop and Server technologies)
- Strong knowledge of ArcGIS for Server software including installation, configuration, optimization and creation of all currently available service types
- Strong knowledge with MS SQL Server / Oracle for versioned enterprise geodatabases
- High proficiency with basic productivity tools and software, e.g., MS Word, Excel, PowerPoint.
- Strong analytic, quantitative, and reasoning skills.
- Ability to synthesize innovative ideas within project constraints.
- Strong willingness to learn, grow, and make a meaningful contribution to the company (including willingness to learn new programs and programming languages such as HTML, JavaScript, Google Apps Script, CSS, C).
- Communicating across disciplines (e.g. technical to non-technical and vice versa), including ability to understand technical reference documents
- Familiarity with project management and systems/software development and design concepts and processes
- Ability to work productively within a team and independently with limited supervision
- Must be a U.S. Citizen
Preferred Qualifications
- A degree in Computer Science, Information Technology, or related discipline is preferred.
- 3 years of experience with Esri / ArcGIS software (Desktop and Server technologies)
- 2 years of advanced expertise with MS SQL Server / Oracle for versioned enterprise geodatabases
- Strong knowledge of ArcGIS for Server software including installation, configuration, optimization and creation of all currently available service types
- Strong SQL skills for querying and data extraction.
- Experience working with relational databases and data warehousing concepts.
- Excellent analytical and problem-solving skills.
- Strong communication skills and the ability to explain data insights to non-technical stakeholders.
- Experience working with the military and/or government.
