We are seeking a Staff Specialist (Estimator) to support the Long Island Railroad ("LIRR") Business Unit to provide estimation services for multiple projects ("Projects").

- Prepare and maintain Project-level estimates throughout project stages.
- Prepare order of magnitude conceptual estimates.
- Develop order of magnitude scopes, prepare preliminary budgets, and definitive estimates.
- Develop quantity take-off and labor/equipment crew requirements for task activities associated with scope of work requirements.
- Obtain material pricing from vendors to substantiate Project estimates.
- Estimate productivity for tasks based on previous LIRR timelines and schedules.
- Develop estimates for comparison to bids received on multiple projects.
- Review Contractor progress payment breakdowns by Project.
- Develop change order estimates.
- Support MTA Personnel and Procurement and Logistics Teams during negotiations.
- Perform site investigations.
- Develop change request scope with Project Teams.
- Compare change order requests to third-party Contractor's proposals and negotiate change orders.
- Develop force account estimates to support in-house construction efforts.
- Attend required Project and staff meetings.
- Develop and review estimates for construction support and value engineering change proposals.
- Develop/review estimates for construction support or assigned projects.
- Bachelor's degree in Engineering, technology related field, or equivalent.
- At least five (5) years experience in an Engineering or Construction field, with an emphasis in cost estimation.
- Demonstrated experience with review of drawings and contract specifications.
- Demonstrated experience applying RS Means (or equivalent) effectively and successfully to ensure accuracy.
- Demonstrated knowledge and use of estimating computer applications and Microsoft Office (Excel, Word, Access, PowerPoint, Outlook).
- Experience with Hard Dollar or equivalent, preferred.
- Demonstrated ability to communicate effectively, possess good interpersonal skills, and meet deadlines.
- Demonstrated knowledge of railroad construction practices, preferred.
