Job Responsibilities/Duties
Washington River Protection Solutions (WRPS) manages one of the most challenging radioactive waste cleanup projects in the country. Our focus is reducing the environmental risk posed by 56 million gallons of radioactive and chemical waste stored in 177 underground tanks on the Hanford Site located in Richland, WA. Estimators at this grade level are expected to:
- Prepare estimates (i.e. proposal, fair cost, conceptual, definitive design, study, Performance Measurement Baseline, etc.) to include coordinating with PMs, CAMs, Prime Contract Administrators, Subcontract Administrators, Project Controls personnel and SMEs to understand the scope of work/project execution plan and develop resource requirements, individually, or as part of a larger team, in a timely manner.
- Demonstrate a basic understanding of one estimating discipline (e.g., civil, mechanical, electrical, etc.).
- Demonstrate a basic understanding of WRPS work scopes (e.g., retrievals, project management, engineering, capital construction, etc.).
- Support in-house Management and Specialty Assessments.
- Prepare and/or develop estimating benchmarks, assemblies or other estimating data.
- Coordinate estimate reviews and prepare estimate review packages.
- Review and suggest system and process improvements.
- Develop estimate plans and basis of estimate documents.
- Develop/collect/organize/file backup information that is appropriate for each estimate.
- Analyze the reasonableness of estimates by comparing estimates, or portions of estimates, to historical information (benchmarks, standard ratios, etc). Document the analysis. Revise estimates as needed based on the analysis.
- When detailed information is available, reviews specifications and drawings/sketches for the preparation of the cost estimates; oversees or performs detailed quantity takeoff of drawings or sketches.
- Prepare Cost price analysis of subcontractor/vendor prices. This may include independent fair cost estimates. It may also include the independent review and assessment of project estimates, A-E proposals, requests-for-proposals (RFP's) or fixed-price bids.
- Support the monthly Management Observation Program (MOPs)
- Supports external DOE and stakeholder cost estimate reviews and audits
Estimating Support Services:
Update Pricing Catalog information (HSSA labor rates, MSA rates, escalation rates, etc.).
- Interface with other organizations that provide Support Services information.
- Develop and/or update Desktop Instructions in these areas.
- Maintain and update Estimate Log and produce Estimating Metric Graphics.
- Maintain and administer Estimating Folder/File structure.
- Maintain and administer Estimate Record IDMS folders and files per WRPS Estimating Procedure TFC-PRJ-PC-05.
- Assist in providing training in related areas as needed.
- Other duties as assigned.
Please Note: This position is being advertised under the current Tank Operations Contractor, Washington River Protection Solutions (WRPS). However, now that transition activities have begun a candidate selected for employment may be hired under the incoming contractor, Hanford Tank Waste Operations & Closure (H2C) contract. Further details will be provided during the hiring process.
Required Qualifications
Grade 17:
- Bachelor's degree (BA/BS) in Engineering, Construction Management, Project Management, or a related discipline; and
- Five (5) years of experience in estimating, construction, project management, engineering, project controls, or related fields, or equivalent combination of education and/or experience.
Grade 18:
- Bachelor's degree (BA/BS) in Engineering, Construction Management, Project Management, or a related discipline; and
- Seven (7) years of experience in estimating, construction, project management, engineering, project controls, or related fields, or equivalent combination of education and/or experience.
Grade 19:
- Bachelor's degree (BA/BS) in Engineering, Construction Management, Project Management, or a related discipline; and
- Nine (9) years of experience in estimating, construction, project management, engineering, project controls, or related fields, or equivalent combination of education and/or experience.
Desired Qualifications
* Experience in estimating at Hanford or similar DOE or DOD sites.
- Experience in construction, construction management, project management, engineering, project controls or related areas.
- Demonstrate extensive understanding of most WRPS work scopes (retrievals, project management, engineering, capital construction, etc.).
- Working knowledge of industry standard estimating practices and a good understanding of current market pricing and construction practices.
- Ability to review design drawings, perform takeoffs, and utilize other information from completed projects to develop estimated quantities and costs.
- Proficiency with the use of databases, spreadsheets and word processing software.
- Demonstrated ability to practice effective two way communications, make presentations on complex information to management and communicate orally and in writing in a clear and concise manner.
- Demonstrates an independent decision making and sound professional judgment in developing the most complex estimates and identifying the most appropriate estimate methods.
- Experience with Federal Acquisition Regulations (FAR), Part 15.
- Experience with DOE O 413.3b and referenced DOE G 413.3-21.

Compensation & Benefits
In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, WRPS takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.
Hiring Range Minimum: $96,938
Hiring Range Maximum: $147,775
