Primary Purpose:
Responsible for overseeing and implementing applicable state and federal grants and objectives, and serving as the District’s homeless & foster liaison. This individual will oversee work to assist with the delivery of services to students experiencing homelessness and their families, assess student/family needs in order to connect with district and community resources, track participants throughout the school year, and ensure that students experiencing homelessness are able to enjoy the benefits of the educational process. Collaborate with other district departments and campuses to facilitate delivery of education, tutoring, counseling, and community support services for McKinney-Vento students and their families and for students in foster care. Serve as the task supervisor for Baylor Social Work Interns.

Master’s degree in education, social work or counseling from an accredited college or university
Special Knowledge/Skills:
Knowledge of individual and group impact of at-risk situations
Strong consultation skills for conferencing with students, parents, and teachers
Knowledge of prevention and intervention strategies, including behavior management interventions
Awareness and ability to access community resources
Excellent organizational, communication, and interpersonal skills
Experience:
At least three years of experience working with students in at-risk situations
At least two years of supervisory experience

Major Responsibilities and Duties:
- Implement state or federal grants, ensure compliance with all grant objectives and oversee grant budgets, the renewal process and annual reporting. Compile, maintain, and file all reports, records, and other required documents.
- Serve as the designated homeless and foster care liaison for the district. This includes acting as the District’s liaison to The Cove and participating in community meetings to address the needs of Waco ISD foster students and those experiencing homelessness.
- Ensure that students experiencing homelessness and students in foster care are identified through coordination with campus staff and other entities and agencies and have a full and equal opportunity to succeed within the school setting.
- Facilitate communication between campus/district personnel and highly mobile students, their parents, or the community. This includes oversight of transition assistance for new highly mobile students upon enrollment and training campus staff about the process for enrollment conferences and welcome packets.
- Ensure that enrollment disputes are mediated expeditiously and in accordance with district requirements related to enrollment disputes.
- Ensure that identified families, children, and youth receive educational services for which they are eligible, including preschool programs administered by the LEA, and that they are referred to health care, dental services, mental health services, housing agencies and other appropriate wraparound services.
- Ensure that parents and guardians of foster care students, students experiencing homelessness and any unaccompanied youth, are fully informed of all transportation services, including transportation to the school of origin, and are assisted in accessing transportation to the school that is selected by the parent, guardian, or unaccompanied youth.
- Provide crisis support and counseling to students experiencing homelessness, their parents/guardians and campus staff in need of resources. This includes consulting with parents/guardians of highly mobile students regarding their children’s attendance, academic performance, and behavior needs.
- Assist in the planning, development and implementation of parent engagement activities to ensure that families/guardians of highly mobile students are provided with meaningful opportunities to participate in the education of their children.
- Supervise Highly Mobile Student Services staff, including facilitating staff meetings, overseeing staff evaluations and facilitating professional learning opportunities.
- Facilitate and participate in required or relevant professional development regarding services to identify and meet the needs of students experiencing homelessness and in foster care.
- Serve as the task supervisor for Baylor Social Work Interns assigned to Highly Mobile Student Services.
- Comply with policies established by federal and state laws, State Board of Education rule, and board policy. Comply with all district and campus routines and regulations.
- Perform other duties as assigned by Executive Director for Student Support, Assistant Superintendent of Student Services and Support and/or Superintendent.
