Waggoner Engineering, Inc. is hiring a Water / Wastewater Program Manager to lead the planning, execution, and delivery of a high-profile, multi-year Capital Improvement Plan (CIP) valued at over $1.0 billion. This role is pivotal in ensuring the successful execution of water and wastewater infrastructure projects, balancing technical excellence, stakeholder engagement, and fiscal responsibility. As a key leader, the Program Manager will oversee all aspects of program management while serving as a liaison among city officials, regulatory agencies, contractors, and the community. This is an extraordinary opportunity for a visionary leader to make a tangible impact on Atlanta’s water infrastructure and the community it serves. Your Primary Responsibilities will include

Program Leadership

  • Direct and manage the execution of a comprehensive 5-year CIP, ensuring alignment with strategic goals and community needs.
  • Oversee all program phases, including planning, design, procurement, construction, and project closeout, ensuring milestones are achieved on time and within budget.

Project Management

  • Develop and monitor project schedules, budgets, and resource plans to ensure timely and efficient project delivery.
  • Proactively identify risks and implement mitigation strategies to avoid delays and budget overruns.
  • Generate detailed progress reports and provide updates to key stakeholders, ensuring transparency and accountability.
  • Stakeholder Engagement

  • Build and maintain collaborative relationships with internal departments, elected officials, regulatory bodies, community groups, and other stakeholders.
  • Act as the primary point of contact for project-related inquiries and concerns, fostering trust and clear communication.
  • Compliance and Quality Assurance

  • Ensure all projects comply with federal, state, and local regulations and industry standards.
  • Establish and enforce rigorous quality assurance and quality control protocols throughout the project lifecycle.
  • Financial Management

  • Oversee program budgets, ensuring the responsible allocation and management of public funds.
  • Prepare funding requests, cost-benefit analyses, and financial updates for stakeholders.
  • Identify and secure additional funding opportunities, including grants and public-private partnerships.
  • Team Leadership

  • Lead and mentor a multidisciplinary team of engineers, planners, and project managers.
  • Promote a culture of collaboration, innovation, and continuous improvement within the team.
  • What you'll need

    Education and Experience

  • Bachelor’s degree in Civil Engineering, Environmental Science, Urban Planning, Public Administration, or a related field; a Master’s degree is preferred.
  • Minimum of 10 years of progressive experience managing large-scale infrastructure projects, with a strong emphasis on water and wastewater systems.
  • Proven success in overseeing complex capital improvement programs and teams with budgets exceeding $100 million.
  • Technical Skills

  • Proficiency in project management tools and software (e.g., MS Project, Primavera P6).
  • In-depth knowledge of water and wastewater system design, construction, and maintenance principles.
  • Familiarity with federal, state, and local regulations governing water infrastructure.
  • Leadership and Communication

  • Exceptional organizational, analytical, and problem-solving skills.
  • Strong verbal and written communication skills, capable of articulating complex information clearly to diverse audiences.
  • Demonstrated leadership experience in managing multidisciplinary teams and driving consensus among diverse stakeholders.
  • Working Conditions

  • Primarily office-based with frequent travel to project sites.
  • Occasional evening or weekend meetings to engage with stakeholders and community groups.
  • Valid driver’s license and reliable transportation are required.
