What You'll Be Doing

The Community Development Coordinator, under supervision of the Affordable Housing Development and Lending Manager, supports the Equitable Housing and Community Development team to implement innovative development and preservation programs providing affordable housing across Wake County. This role provides key administrative and compliance support to the division’s multifamily development, preservation and homeownership programs.

The ideal candidate will be a highly-organized, self-motivated project manager who is passionate about providing top quality customer service through effective program administration. They should have a solid baseline understanding of affordable housing and community development with particular experience and knowledge of gap financing loan programs for affordable multifamily rental housing development, as well as be familiar with the multifamily rental development process to include but not limited to reviewing loan documentation and executing loan closings.

Additionally, the candidate should have experience with the Low-Income Housing Tax Credit (LIHTC) program, HOME Investment Partnerships Program (HOME), Community Development Block Grant (CDBG) program and other gap financing loan programs to support affordable multifamily rental housing development. The Community Development Coordinator should be a solid collaborator who is comfortable working on a small team where colleagues support each other across programmatic boundaries as needed

Essential Functions:
  • Assists the Affordable Housing Development and Lending Manager in administering the Affordable Housing Development Program to provide gap financing to affordable housing development and preservation projects, particularly through managing loan closings and providing administrative support to the request for proposals process
  • Coordinates across divisions within the Department to build awareness of pipeline projects, particular for placement of County supportive housing voucher clients
  • Monitors development and preservation projects for compliance with local, state, and federal funding requirements, in particular coordinating with other Division staff for on-site file monitoring of properties in the County’s loan portfolio. Responsibilities may also include ensuring compliance with federal regulations such as Davis-Bacon Act, Section 3, Minority and Women-Owned Business, Build America Buy America Act and other cross-cutting regulatory requirements.
  • Supports contract and program management for the Affordable Homeownership Program and the Wake Affordable Housing Preservation fund, specifically managing administrator reports and program data and ensuring timely contract and invoice processing
  • Manages program data for departmental and US Department of Housing and Urban Development reporting purposes
  • Provides general program administration support, including support for policy and procedure management.

The Basics (Required Education and Experience)

Beyond the Basics (Preferred Education and Experience)

  • A Bachelor’s degree in public policy/administration, planning, finance, real estate, business or other related field
  • Experience in development project management and/or loan administration
  • Experience and knowledge of the Low-Income Housing Tax Credit program and HUD entitlement programs including HOME and CDBG
  • Excellent communication and project management experience


How Will We Know You're 'The One'?

  • Knowledge of appropriate policies and procedures for HUD entitlement program monitoring and completion to include activity set-up, documentation, reporting, timeliness, monitoring and closeouts and may require knowledge of grant and loan administration to include variable payments, amortization schedules, bankruptcy and foreclosure
  • Critical problem solving and analytical thinking skills to identify program needs and propose viable solutions
  • Demonstrates the ability to successfully participate in a multidisciplinary team with a willingness to examine relevant viewpoints and explore alternative approaches
  • Excellent verbal, listening and written communication skills with the ability to negotiate complex affordable housing transactions and facilitate the implementation of new programs
  • Ability to handle multiple priorities simultaneously, as well as establish and meet deadlines
  • Ability to take prompt action to accomplish objectives, achieve goals beyond what is required and be proactive
  • Ability to provide excellent customer service in all interactions, , including making decisions
