Description

This is highly responsible professional and administrative work conducting revenue-related activities for the Board of County Commissioners. Work is performed under the supervision of the Fiscal Operations Director. Must be able to exercise independent judgment and initiate the performance of work tasks.

Examples of Duties

REVENUE COLLECTION :

Duties include conducting the everyday activities of the Revenue Collections department as it relates to sewer and other monthly billings. Additionally, responsible for receiving, recording and transferring all incoming revenue to the county to the Clerk of the Court and ensuring that all related ordinances are enforced in an equitable manner.

Responsible for the billing and collection of county revenues for the following programs and services :

  • County Sewer (including direct billing of Talquin customers, as well as monitoring of billing and collections performed by COS & PAWS)
  • County Septic Haulers
  • Public Services Tax (PST)
  • County Special Assessments
  • Voluntary Special Assessments

SPECIAL ASSESSMENTS :

Assists with the annual imposition of County Special Assessments.

  • Responds to citizen questions and comments regarding Special Assessments.
  • Acts as point of contact for Special Assessments and coordinates the flow of information between Tax Collector, Property Appraiser, Planning / Zoning and Board of County Commissioners Administration.
  • Locates and investigates properties on the tax roll that may not be assessed accurately and appropriately.
  • Communicates with county vendors for corrections as it relates to feasibility studies and off-site software providers by providing Certificates of Correction to the Tax Roll, when needed.
  • In conjunction with the County Attorney's Office, defines, surveys, creates and administers Municipal Service Benefits Units (MSBU) for the benefit of the citizens. Prepares and presents multiple agenda items to the Board for necessary approvals of the project phases.
  • CUSTOMER SERVICE :

    Provides excellent customer service to County residents, utility customers, and stakeholders in an urgent and professional manner. Communicates clearly and consistently via phone, email, and written correspondence. Develops and maintains a thorough understanding of County policy and procedure, and assists citizens in understanding and navigating those processes.

    Specific customer-service tasks include :

  • Answering multi-line telephone
  • Assisting customers in-person
  • Receiving customer payments
  • Receiving applications and establishing new accounts for services
  • Closing and transferring accounts
  • Assisting customers with service-related questions and complaints
  • Communicates with County operations departments (Sewer Operator, Road & Bridge Supervisor) to address service-related issues
  • Preparing Concurrency Letters
  • Assist in sewer expansion with new customer communication and records retention
  • ADMINISTRATION :

    Conducts various administrative tasks related to the operation of the Revenue Collections Department. This includes the following :

  • Preparing Disbursement Requests
  • Purchasing-Card reconciliation
  • Preparing daily deposits
  • Maintaining database of sewer connections
  • Assist in establishment of Voluntary Special Assessments
  • Typical Qualifications

    High school graduate or equivalency diploma is required; possession of a bachelor's degree in Business Administration, Public Administration or a related field and three years of professional experience in accounting, finance, or in a business activity requiring the collection and processing of revenue transactions; or an equivalent combination of training and experience. Must possess a valid Driver's License.
